AN ORDINANCE APPROPRIATING $54,000.00 FROM THE
LOCAL ROADS AND STREETS FUND AND $6,000.00 FROM
THE CUMULATIVE CAPITAL IMPROVEMENT FUND TO PRO-
JECT R & S 89 -1976, COLFAX AVENUE BRIDGE.
WHEREAS, there was enacted during the 1969 Session of the Indiana
General Assembly an Act, Chapter 392 of the Acts of 1969, making available
to cities, towns and counties for engineering, construction or reconstruction
of roads, streets and bridges under local jurisdiction, certain additional
funds to be derived from the 7th and 8th cents of Indiana Motor Fuel Tax
and Fuel -Use Tax and from increases in fees levied under the Motor Vehicle
Act; and
WHEREAS, no appropriation of such funds was included in the regular
1976 budget for the Civil City of South Bend, Indiana; and
WHEREAS, an emergency exists requiring the appropriation and expen-
diture of certain of said funds already received or to be received before
the end of the year 1976; and
WHEREAS, funds have been appropriated for the City's matching funds.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana:
SECTION I. The following sums of money are hereby appropriated and
set apart out of the Local Roads and Streets Fund, and the Cumulative
Capital Improvement Fund for engineering costs on the following project.
R & S 89 -1976 - COLFAX AVENUE BRIDGE
Local Roads and Streets Fund $54,000.00
Cumulative Capital Improvement Fund 6,000.00
TOTAL APPROPRIATION $60,000.00
SECTION II. This Ordinance shall be in full force and effect from
and after its passage and approval as required by law.

The City of South Bend has placed a high priority on the development
of its Central Business District. A critical element in the develop-
ment of the Central Business District is the movement of vehicular
traffic into and out of this area.
Any significant development in this area can be expected to result in
a heavy increase in traffic movements over that now existent. The
present Colfax Avenue Bridge will prove a restriction to any significant
increase in traffic.
It now appears that certain funds may be available through the Federal
Public Works Program. In anticipation of this funding, and to meet the
Grant Guidelines, it is necessary that design engineering be initiated
and completed at the earliest possible date. The Department of Public
Works is, therefore, requesting your favorable consideration of this
ordinance appropriating design fees for this project.
