AN ORDINANCE APPROPRIATING $28,000.00 FROM THE
CUMULATIVE CAPITAL IMPROVEMENT FUND FOR REPAIRS
AND RENOVATION OF A PORTION OF THE RETAINING WALL
ALONG THE ST. JOSEPH RIVER TO BE ADMINISTERED BY
THE DEPARTMENT OF PUBLIC WORKS OF THE CITY OF
SOUTH BEND, INDIANA.
WHEREAS, the retaining wall along the east side of the St. Joseph
River, from Colfax Avenue up River to the South Bend Dam, is in a state
of serious disrepair and needs corrective action.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana, as follows:
SECTION I. The sum of $28,000.00 is hereby appropriated for the
year 1976 from the Cumulative Capital Improvement Fund. This appropriation
is to be administered by the Department of Public Works and will be distri-
buted as set forth below:

SECTION II. This Ordinance shall be in full force and effect from
and after its passage by the Common Council, approval by the Mayor, and the
fulfillment of all statutory requirements.

The City of South Bend has placed a high priority on the development of
the Central Business District. An important part of this development is
the Century Center and the related park system along the river bank.
To complete this development in the area between the Colfax Avenue Bridge
and the South Bend Dam, considerable renovation, reconstruction and actual
construction of new wall sections is required on the East bank between the
Colfax Bridge and the Dam.
It appears that funds may be available for this work through the recently
passed Federal Public Works Program. In anticipation of these funds, and
to conform to the Grant Guidelines, it is necessary that design engineering
be started and completed at the earliest possible date.
Your favorable consideration of this appropriation to cover the cost of
this engineering design is recommended.
