ember 12, 1976, the first reading of an ordinance appro-

As you are all aware, the city is faced with an extreme
health problem caused by an excessive population of rats
in the LaSalle Park area and in certain other areas of the
city.
The city, in cooperation with the St. Joseph County Health
Department, is undertaking a major clean -up and extermin-
ation project in this area to try to solve this problem
before it gets out of hand.
Your favorable consideration of this ordinance will be
greatly appreciated.
