AN ORDINANCE DECREASING VARIOUS ACCOUNTS AS SET
FORTH BELOW IN THE AMOUNT OF $50,000.00 AND IN-
CREASING ACCOUNT 321.0 "GASOLINE" IN THE AMOUNT
OF $50,000.00. ALL ACCOUNTS BEING WITHIN THE
BUREAU OF STREETS BUDGET OF THE MOTOR VEHICLE
HIGHWAY FUND OF THE CITY OF SOUTH BEND, INDIANA.
WHEREAS, certain extraordinary conditions have developed since
the adoption of the existing budget for the Bureau of Streets, so
that it is now necessary to appropriate more money than was appro-
priated in the original budget for the various functions of city
government to meet such extraordinary conditions; and
WHEREAS, additional funds are needed for certain accounts within
the Bureau of Streets budget to assure that department's ability to
properly perform its functions; and
WHEREAS, funds exist in various accounts of the Bureau of Streets
which are not presently needed;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA:

There will be presented for your consideration, on September 12,
1976, the first reading of an ordinance transferring the sum of
$50,000.00 from salaries and fringes in the Bureau of Streets
budget to Account 321.0 "Gasoline "..
I am sure you are aware that each year for the past three to four
years we have run out of money for gasoline used by city vehicles
in the carrying out of services.
This year instead of requesting revenue sharing to supplement our
usage, we are asking for a transfer within the Bureau of Streets
budget. Funding through this source has been made possible through
good budget management on the part of Mr, Gawrysiak. By stream-
lining his management, a surplus has been created in his salaries
account and the fringes which are associated with salaries.
The decision to fund this need in this manner was also based on
the concept of letting each operation fund its share of not only
direct expenses, but also those which were considered overhead
in the past.
