Citizen members would be appointed in the same manner as Council member appointments to committees, Citizen members could not be committee chair persons, nor could they vote. Citizen members of Council committees will bring in additional knowledge and skills to the deliberations of the committees and the Council. Additionally, a sharing of ideas and frustrations will enhance the communication between the citizenry and the government, hopefully helping to reverse the alienation of the people from their elected officials.
