GAMMON Approved and signed by me 2L -I =_-A /4 . ° 1 `<P 192L— Clerk ORDINANCE NO.(Qb�dj'_�� AN ORDINANCE APPROPRIATING $12,000 FROM THE COMMUNITY DEVELOPMENT FUND, FOR A HISTORIC PRESERVATION STUDY, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF HUMAN RESOURCES AND THE HISTORIC PRESERVATION COMMISSION OF SOUTH BEND AND ST. JOSEPH COUNTY. WHEREAS, the Department of Human Resources in the name of the City of South Bend has received the approval of the United States Department of Housing and Urban Development to execute certain community development planning activities to preserve city houses, buildings, and neighborhoods of historic significance. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend as follows: Section I. The sum of $12,000 is hereby appropriated for the program year starting July 7, 1976, from the South Bend Community Development Block Grant Program. This appropriation is to be administered by the Historic Preservation Commission of South Bend and St. Joseph County. Parent, President Members of the Common Council' 4th Floor County -City Building' South Bend, Indiana 46601 Dear Mr. Parent and Members of the Common Council: In 1973, the Common Council approved an ordinance introduced by Peter Nemeth amending and supplementing Chapter 21 of the City Code of South Bend. Section 1I 2 c of this ordinance specifically called for a surveying, identification and planning for the designa- tion of historic landmarks and the establishment of Historic Preser- vation'Districts within the City of South Bend. The general objectives of the Housing and Community Development Act of 1974 promotes the development of viable urban communities by providing a suitable living environment by its consolidated activities of which historic preservation is specifically included. Quite simply stated, the Historic Preservation Commission re- quests funding for implementation of a survey that would fulfill the requirements as mandated by ,city code and also contribute a much needed base for the continuance of efforts in the area of neighborhood preservation.' The survey, conducted under the auspices of the Historic Preser- vation Commission, with the aid of qualified personnel would locate and identify areas and specific items of historic and architectural signifi- cance within the South Bend city limits. Such identification would benefit future urban planning and guarantee that sites as well as neigh- borhoods would be carefully considered before any action is taken that would jeopardize their quality. Mr. Roger 0. Parent Page 2 Consequent results of such a survey are numerous. The full -time staff of the Historic Preservation Commission continues to utilize the findings of the recently completed County Survey, and the Commission, to date, (with the approval of the County Council) has designated eleven county landmarks. Publication of an Auto -Tour map of signi- ficant county structures has generated interest in local history, pride in our architectural past as well as state -wide recognition of being the first county to conduct such a comprehensive survey. Continued education efforts include co- operation with the school corporation and the Universities in development of preserva- tion oriented curriculum resources to be used in the local schools or for general educational purposes. Finally, but most importantly, the Commission strives to pro- mote an ethic that is in keeping with the concept and reality of neighborhood preservation. By examining and promulgating the ideals of preservation we are able to educate the public that "old" is not bad and that a person's house can be his castle. Neighborhoods need not have a prominant personage as one of its former members to be significant. Each can have a unique history and, therefore, generate pride that makes its preservation a worthwhile as well as a personal endeavor to each of its residents. We look forward to personally meeting with the members of the Council to discuss the proposed legislation that enables the Histor- ic Preservation Commission to conduct the City Survey with Community Development funds, and ask now for its diligent consideration and consequent implementation.
