AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA, AMENDING ORDINANCE NO. 10200 -12 AND FIXING THE ANNUAL PAY
AND MONETARY FRINGE BENEFITS OF FIREFIGHTERS OF THE SOUTH BEND
FIRE DEPARTMENT FOR CALENDAR YEAR 2014
STATEMENT OF PURPOSE AND INTENT
On October 29, 2012, the Common Council passed Ordinance #10200 -12 which
fixed the annual pay and monetary fringe benefits of firefighters of the South Bend Fire Department
for calendar years 2013 and 2014. This ordinance was based upon the City's collective bargaining
Agreement with the South Bend Firefighters Local No. 362 of the International Association of
Firefighters AFL -CIO. In addition to adopting annual pay and fringe benefits resulting from collective
bargaining, Ordinance 10200 -12 also fixed salaries for upper level policy making positions as
defined at Ind. Code Section 36- 8 -1 -12, including the Fire Chief. To achieve parity between the Fire
Chief and Police Chief salaries, it is necessary that Ordinance 10200 -12 be amended to increase
the Fire Chief's 2014 salary. In all other ways, the 2014 annual pay and fringe benefits of the
members of the South Bend Fire Department as set forth in Ordinance 10200 -12 should be
affirmed.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA, as follows:
SECTION I. Ordinance No. 10200 -12 at Section II (b) is hereby amended to
increase the Salary Classification of the Fire Chief effective January 1, 2014 from $84,610.00 to
$92,250.00.
SECTION ll. The annual pay and fringe benefits for all other members of the
South Bend Fire Department including upper level policy making positions as defined at Indiana
Code Section 36- 8 -1 -12 are hereby fixed and established for calendar year 2014 as set forth in
Ordinance 10200 -12 which is incorporated herein by reference, and which is in all other ways
affirmed.
SECTION III. This ordinance shall be in full krce and effect from and after its
passage by the Common Council and approval by the Mayo

Ordinance Concerning City of South Bend Fire Department Pay in 2014
Dear President Dieter:
On September 18, 2013 I filed in the City Clerk's office an Ordinance in title only
concerning annual pay and monetary fringe benefits for members of the South Bend Fire
Department for calendar year 2014.
In 2012, the Council passed Ordinance No. 10200 -12 which included 2014 pay rates for
members of the Fire Department. The attached ordinance (Substitute Bill No. 56 -13) affirms all
the pay rates established in the 2012 Ordinance No. 10200 -12 for members of the Fire
Department's collective bargaining unit. The only change to that ordinance is the 2014 pay rate
for the Fire Chief which has been increased from $84,610.00 under the prior ordinance to
$92,250.00. This has been done to achieve parity with the 2014 salary of the South Bend Police
Chief.
I will present this Ordinance at the Council's Personnel & Finance Committee meeting
and at the public hearing. If you have any further questions or need additional information,
