AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA, SETTING THE ANNUAL SALARIES FOR THE
COUNCIL MEMBERS FOR CALENDAR YEAR 2014
STATEMENT OF PURPOSE AND INTENT
Indiana state law provides in Indiana Code § 36 -4 -7 -2 (b) that:
"The city legislative body shall, by ordinance, fix the annual compensation of all elected
city officers ".
Indiana Code § 36 -4 -7 -2 (c) provides that:
"The compensation of an elected city officer may not be changed in the year for which it
is fixed nor may it be reduced below the amount fixed for the previous year ".
This ordinance proposes a maximum 2% increase for 2014 which is consistent with the raises
being proposed for other non -sworn employees of the City of South Bend.

Section I. The maximum salaries for the members of the South Bend Common Council in
calendar year 2014 shall be established as follows:

$17,581 $17,933
Section II. This ordinance shall be in full force and effect from and after its passage by the
Common Council and approval by the Mayor.

Re: Proposed 2014 Salaries for Common Council Members
Tim Scott Dear Council Members:
First District
Henry Davis, Jr. At the September 16th Personnel and Finance Committee meeting during
Second District my presentation on the proposed Common Council budget for 2014, I
indicated that a 2% increase had been incorporated into next year's budget
Valerie Schey for salaries for the Council. The attached ordinance sets forth that
Third District proposal.
Fred Ferlic Pursuant to requests from the Council, I am also attaching the following
Fourth District data:

Fifth District • 1 -page summary of South Bend Common Council salaries from 1985-
2013
Oliver J. Davis • 1 -page 2013 IACT Annual Salary Survey Results —Class 1 and 2 Cities
