AN ORDINANCE AMENDING ORDINANCE NO.
5437 -72, COMMONLY KNOWN AS CHAPTER 16,
ARTICLE 2, SECTION 16 -6 "GARBAGE AND
TRASH COLLECTION: CITY FEES, MANNER OF
COLLECTION: PRIVATE PARTY RESPONSIBILITY"
OF THE MUNICIPAL CODE OF THE CITY OF SOUTH
BEND, INDIANA
Be it Ordained by the Common Council of the City of South Bend,
Indiana:
SECTION I. That Chapter 16, Article 2, Section 16 -6,
Sub - section C, (1) & (2) are hereby amended to read as follows;
1. One family dwelling with no limit on number of
bags and bundles: Three dollars and Fifty cents
($3.50) per month.
2. One family dwelling where the head of the household
has submitted to the Board of Public Works proof of
age sixty -five (65) or over: Two dollars ($2.00) per
month.
SECTION II. This Ordinance shall be in full force and effect
from and after its passage by the Common Council, approval by the
Mayor, and fulfillment of all statutory requirements.

Be It Ordained by the Common Council of the City of South Bend, Indiana:

Section C, (1) & (2) are hereby amended to read as follows;

At the time of the budget presentation for 1976, the Department of Public
Works indicated that a deficit would occur during 1976 in the Bureau of
Solid Waste budget. The budget, as approved, and expenditures, in accord-
ance with that budget, verify this conclusion.
It is the recommendation of this Department that rates be adjusted from
$1.50 to $3 for Senior Citizens and from $3 to $4.50 for regular customers.
Based on the present 10,549 customers, the budget picture for the next
three years, assuming a 6 per cent inflation rate, becomes:

The 1976 income includes a $55,654 balance at the end of calendar year
1975.
All income projections are based on a constant number of Senior Citizen
customers of approximately 4,500. Income data for 1976 is based on the
recommended rate increase becoming effective July 1, 1976, and being in
effect for the remaining six months of the year.

The 1976 expenditures are based on the approved 1976 budget. Expenditures
are based on continuing the present equipment replacement schedule of
three units per year. In 1976 two complete units and one new chassis have
been purchased, and in 1977 three complete units including packers are
scheduled for replacement. In 1978 three cab and chassis without packer
units will be replaced.
The income versus expenditure totals indicate that at the time of the 1979
budget hearing in 1978, it may be necessary to consider a rate increase.
It should be noted that at present personnel requirements are based on an
"extra board" of CETA employees. Any change in the CETA program will have
an effect on the ability to maintain salary expenditures within the limits
anticipated in this projection. The small balance projected for 1977
through 1979 should be maintained to protect against any change in this
position.
Your favorable consideration of this ordinance containing the rate in-
crease discussed above is recommended.

be recommended favorably to the Common Council, as amended:
Amend Section I.
One family dwelling with no limit on number of bags and
bundles: Four dollars and Fifty cents (4.50) per month
to Three dollars and Fifty cents ($3.50) per month.
One family dwelling where the heard of the household has
submitted to the Board of Public Works proof of age sixty -five
(65) or over: Three dollars (3.00) per month to Two dollars (2.00)
per month.
