South Bend Animal Care and Control Special Committee
Regular Meeting Minutes
Thursday, October 17, 2013
5:30 p.m.
Presiding: Valerie Schey, Chairperson
Members present: Valerie Schey, Matt Harmon, Brad Block, Pam Wesolowski, Linda
Candler, Aaron Blight, Pam Comer, and Committee Counsel, Ernest Galos
Others present: Melissa Fruscione, Cecil Eastman and William Sykes
Summary:
Brad Block has reviewed and submitted language for 91.034 91.040
Administration and Finance has provided guidance on sections 91.050 -91.052.
Committee will be proposing a traditional licensing model with a
differential for altered/unaltered.
Leadership at Heartland Small Animal Rescue, Pet Refuge and SBAC
guidance on language for rescue fosters and an exemption for higher unaltered fee if
medically warranted.
Legal counsel has edited chapter and renumbered sections.
Discussion took place over the proposed merging of Section 5.036 (Training
techniques) with the dog fighting section. Decision was made to keep the two
separate.
Discussion took place over the duplication of Section 5.037 and

The regular meeting of the South Bend Animal Care and Control Special Committee is
scheduled for Thursday, November 21, 2013 @ 5:30 p.m.
