A� C—1 9, z92� Clerk ORDINANCE NO. 6131 -77 AN ORDINANCE APPROPRIATING $43,394.00 FROM THE ANTI - RECESSION FUND, COMMONLY REFERRED TO AS COUNTER - CYCLICAL GRANT, FOR VARIOUS ADMINI- STRATIVE PROGRAMS, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF ADMINISTRATION AND FINANCE. WHEREAS, additional funds are needed to administer certain programs and to insure the city's ability to properly perform its functions during the year 1977. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $43,394.00 is hereby appropriated for the year 1977 from the Anti - Recession Fund, commonly known as the Counter - Cyclical Grant. This appropriation is to be administered by the Department of Administration and Finance and will be dis- tributed as set forth below: PROGRAM AR -1 "ENVIRONMENTAL IMPROVEMENT" ACCOUNT DESCRIPTION AMOUNT 110.0 Environmental Coordinator $ 8,516.00 (3) Env. This Ordinance shall be in full force and effect from and after its passage by the Common Council, approval by the Mayor, and the fulfillment of all statutory requirements for emergency appropriation. NEMETH, Mayor COUNTY -CITY BUILDING SOUTH BEND, INDIANA 46601 Members of the Common Council Council Chambers, 4th Floor County City Building South Bend, Indiana Dear Council Members: February 23, 1977 ,0,OLUT10/y4/c F 2 W V-4 a /NDION 219/284 -9742 Title II of the Public Works Employment Act of 1976 provided the Anti - Recession Fiscal Assistance Program for local governments. The primary intent of the program is to provide funds to continue programs, which through budgetary and financial restrictions, might otherwise be cur- tailed or eliminated. The areas in which we have felt the tightest pinch in maintaining present programs with present financial means are in Environmental Improvement and overall Personnel Administration. The total amount of money received by the city for the first three quarters of the program is $84,075.00. We are requesting to appro- priate $54,846.00 of this money for the two programs as outlined in the attached Ordinance. We presently have four environmental protection officers employed by the city, and it is felt to continue the program, and meet the demands, there should be five. One of these would serve as a rover among the four sectors of the city handled by the other four. Two of the four presently employed are being paid through Community Development, and the Department of HUD has indicated they will not continue to approve of this type indefinitely. We do not have local funds to provide the salary for the environmental coordinator to coordinate the program on a city -wide basis, and are consequently requesting funds for this salary. The Accounting Clerk III position is that for the person handling the River Bend Plaza office responsibilities. This, too, is a salary paid through Community Development, which the Department of HUD has indicated will not continue to be approved indefinitely. The Personnel Department is, of course, an on -going program vitally concerned with all areas of city government. The requirements and duties of this department have constantly been increasing with the February 23, 1977 Members of the Common Council Page 2 advent of federal programs and the corresponding employment require- ments that go with them, the advent of collective bargaining, state and local laws setting requirements on this, Title VII OSHA require- ments and the basic need to maintain and operate good personnel policies. There is insufficient money available in the Civil City Budget to fund this position. We feel that the two programs will provide the vehicles to put this money to good use for the City of South Bend. The amounts requested will fund the positions for nine months, beginning April 1, 1977. Respectfully report that they have examined the matter and that in their opinion This Bill be recommended to the Council favorable, as amended: Remove entire Program AR -2, and reduce the amount of the appropriation to $43,394.00.
