AN ORDINANCE FOR ADDITIONAL APPROPRI-
ATION FROM THE GENERAL PARK FUND IN
THE AMOUNT OF $75,000.00 TO ACCOUNT
NUMBER 722.0 PROPERTIES, MOTOR EQUIP-
MENT.
WHEREAS, Certain extraordinary conditions have developed since the
adoption of the existing annual budget, so that it is now necessary to appropri-
ate more money than was appropriated in the annual budget, for the various
functions of city government to meet such extraordinary emergencies; and
WHEREAS, the City of South Bend, Department of Public Parks received
more tax money than was specified in the 1976 budget and miscellaneous receipts
from park sources were higher than anticipated, a surplus of funds now exists
in the General Park Fund, and
WHEREAS, the motor equipment account #722.0, Properties, Motor Equip-
ment, was deleted from the 1977 budget and the Park Department is in need of
the items deleted in the 1977 budget plus a new High- Ranger to replace our 1967
High- Ranger.
Section I. NOW, THEREFORE, BE IT ORDAINED, by the Common Council of the City
of South Bend, Indiana, that for the expenses of City Government and its institutions
for the year ending December 31, 1977, the following sum of money is hereby appropri-
ated and set apart out of the fund herein named and for the purpose herein specified,
subject to the laws governing the same, and such sums herein appropriated shall be
held to include all expenditures authorized to be made during the year, unless,
otherwise expressly stipulated and provided by law.
Section II. That for said fiscal year there is hereby appropriated out of
and from the General Park Fund, the following specified amount to meet such extra-
ordinary emergencies as follows, to -wit:
1. Park Department Account #722.0,
Properties, Motor Equipment $75,000.00
Section III. This Ordinance shall be in full force and effect from and after
its passage by the Common Council, its approval by the Mayor, and the fulfillment
of all statutory requirements of emergency appropriation.

Dear Mr. Parent:
The Department of Public Parks is requesting the Common Council to approve
the enclosed ordinance appropriating $75,000.00 from the General Park Fund
to account 722.0, Motor Equipment.
According to the Deputy City Controller, the Park Department received more
money from various tax funds then was anticipated in the 1976 budget compu-
tation, thus, leaving a surplus of about $150,000.00 in the General Park
Fund. Since the entire motor equipment account #722.0 was deleted from the
1977 budget, during budget hearings, the Park Department is now in need of
purchasing motor equipment and a new high ranger.
The following list of motor equipment was budgeted in the 1977 budget and
is needed for the operation of the department:

Our present high- ranger is a 1967 model with over 60,000 city driven miles.
If the city was going to keep our present high- ranger, we would have to spend
four or five thousand dollars for a complete overhaul which is required every
six thousand hours by federal regulations plus replace the worn out truck
that carried the aerial tower. In our opinion, the city would be better off
to purchase a new aerial tower which costs between thirty -five to forty thousand
dollars. The high- ranger is one of the most important pieces of equipment in
the park system and I feel this piece of new equipment is definitely needed.
The new high - ranger will not be used to trim around street lights but only to
trim or remove dead or dangerous trees on city owned property. The policy of
the Park Department has always been to never remove good or healthy trees
(progress or new construction sometimes requires that healthy trees be re-
moved but we do our best to design around healthy trees) but to preserve our
most valuable resources, our trees. The high- ranger is used for many other
operations besides tree work during the year, thus, the approval of this
ordinance is needed by the Department of Public Parks.
