AN ORDINANCE APPROVING MONEYS FOR THE PURPOSE
OF DEFRAYING THE CETA TITLE I EXPENSES OF THE
•DEPARTMENT OF EMPLOYMENT AND TRAINING FOR THE
FISCAL YEAR BEGINNING JANUARY 1, 1977 AND ENDING
DECEMBER 31, 1977, INCLUDING ALL OUTSTANDING
CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN
THE SAME SHALL TAKE EFFECT.
BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana, that:
SECTION I. For the expenses of the Department of Employ-
ment and Training for the Fiscal Year ending December 31, 1977,
the following sums of money are hereby approved and ordered set
apart out of the funds hereinafter named, and for the purposes
hereinafter specified, subject to the laws governing the same.
The sums herein approved shall be deemed to include all expendi-
tures authorized to be made in said year, unless otherwise ex-
pressly stipulated or provided byelaw.
SECTION II. That for said fiscal year, there is hereby
appropriated out of the General Fund of said Employment and
Training funds, the following:

SUBJECT: Proposed CETA Title I Lite Item Bue(get
DATE: December 29. 1976
The Resolution of The Common Council, No. 517 -76, adopted March 22,
1976, authorized the Mayor to apply for funds allocated to the City
under the Comprehensive Employment and Training Act of 1973.
Section II of this resolution also called for the submission
of a line item budget for Common Council approval.
In accord with this resolution we have prepared the accompanying
proposed Mine item budget for the expenditure of Title I allocations for
calendar year 1977.
Please understand that our Fiscal Year allocations are not con-
current with the calendar year. Our Fiscal Year 1977 (10/1/76 - 9/30/77)
allocation is $1,450,491.00. We have been operating through the present
quarter (10 /1 - 12/31) mostly with FY 1976 carry -out funds. For the
same reason, the proposed budget extends one full quarter into our Fiscal
Year 1978, for which we do not presently have allocations.
Some staff and program costs are absorbed under other Titles of the
Act, specifically II, III and VI. We do not yet have approval grants
for the coming year under those Titles. When the applications are
approved, similar proposed budgets will be presented to the Cocoon Council.
I am available to answer any questions relating to the proposed
budget.

the CETA Title I expenses of the Department of Employ-
ment and Training for the fiscal year beginning January
1, 1977 and ending December 31, 1977, including all out-
standing claims and obligations, and fixing a time when
the same shall take effect.
