Dear Council Members:

On February 14, 1977, there will be presented for your consideration,
an ordinance appropriating $205,000.00 from the General Revenue
Sharing Fund to reimburse the City's Community Development Letter
of Credit.
The construction of White Water Rapids was an eligible activity
under Section 570.200 of the CDBG regulations. However, the re-
imbursement is necessary because a certain environmental review
assessment requirement governing disbursement procedure was not
satisfied.
Since the local and HUD Area Office personnel involved in the de-
velopment and management of the 1975 CDBG program are no longer
on staff, I have reconstructed the entire process concerning
White Water Rapids from existing files.
Since the procedure is rather complex, I will be submitting to the
Common Council, under separate cover a more detailed explanation
of the cause of the required reimbursement. You will receive the
above explanation by February 11, 1977.

AN ORDINANCE APPROPRIATING $205,000.00 FROM
THE FEDERAL ASSISTANCE GRANT, COMMONLY RE-
FERRED TO AS GENERAL REVENUE SHARING, FOR
THE WHITE WATER RAPIDS CONSTRUCTION, TO BE
ADMINISTERED THROUGH THE DEPARTMENT OF
HUMAN RESOURCES.
WHEREAS, additional funds are needed by the Department of
Human Resources to ensure this Department's ability to properly
perform its functions during the year 1977.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend, Indiana, as follows:
SECTION I. That the sum of $205,000.00 is hereby appro-
priated _ for the year 1977 from the Federal Assistance Grant
Fund, commonly known as the General Revenue Sharing Fund.
This appropriation is to be administered by the Department
of Human Resources and will be distributed as set forth below:

SECTION II. This Ordinance shall be in full force and effect
