ORDINANCE NO.
AN ORDINANCE APPROPRIATING $166,500.00 FROM THE
LOCAL ROADS AND STREETS FUND AND $18,500.00 FROM
THE CUMULATIVE CAPITAL IMPROVEMENT FUND TO PROJECT
R & S 61, MICHIGAN -MAIN STREET CONNECTOR.
WHEREAS, there was enacted during the 1969 Session of the Indiana
General Assembly an Act, Chapter 392 of the Acts of 1969, making available
to cities, towns and counties for engineering, construction or reconstruction
of roads, streets and bridges under local jurisdiction, certain additional
funds to be derived from the 7th and 8th cents of Indiana Motor Fuel Tax
and Fuel -Use Tax and from increases in fees levied under the Motor Vehicle
Act; and
WHEREAS, no appropriation of such funds was included in the regular
1976 budget for the Civil City of South Bend, Indiana; and
WHEREAS, an emergency exists requiring the appropriation and expen-
diture of certain of said funds already received or to be received before
the end of the year 1976; and
WHEREAS, funds have been appropriated for the City's matching funds.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana:
SECTION I: The following sums of money are hereby appropriated and
set apart out of the Local Roads and Streets Fund, and the Cumulative Capital
Improvement Fund for engineering and construction costs on the following
project.
R & S 61 - MICHIGAN -MAIN STREET CONNECTOR
Local Roads and Streets Fund $166,500.00
Cumulative Capital Improvement Fund 18,500.00
TOTAL APPROPRIATION $185,000.00
SECTION II: This Ordinance shall be in full force and effect from
and after its passage and approval as required by law.

The following is a cost breakdown of the improvements proposed
under the ordinance appropriating $185,000 to Project R & S 61,
Main and Michigan Street, Two -way Traffic Marion to LaSalle:
1. Signalization and Overhead
Signage - Maximum cost projected $116,300
2. Roadway Reconstruction 50,000
3. Repair of Indiana & Michigan
Electric Company Vault at the
Northwest Corner of LaSalle and
Michigan 14,000

As the City Administration seeks to develop a total plan for the improve-
ment of the South Bend Central Business District, some concern has arisen
regarding those businesses north of Colfax Avenue on Michigan Street in and
adjacent to the Central Business District.
It is assumed that the development of the Central Business District will
stabilize this adjacent area and provide sufficient traffic to make this
area a viable business location. Until this development has progressed to
the point at which it will have the anticipated beneficial effect, some
effort appears necessary on the part of the City to insure the interim
viability of this area.
The City, through the Department of Public Works, has presented alternate
Michigan Street improvement plans to the Indiana State Highway Commission
that include revised signal systems, signage and traffic islands. A final
generalized design layout has been approved by the Indiana State Highway
Commission that can be anticipated to provide the necessary traffic ser-
vice to this area.
The funds being requested in this ordinance provide funds for the pre-
paration of engineering plans based upon the above referenced schematic
drawing, and for the necessary construction to implement this design.
