AN ORDINANCE APPROPRIATING $208,855 FROM
THE COMMUNITY DEVELOPMENT FUND FOR THE
INNOVATIVE GRANTS PROGRAM, PROJECT REBATE,
TO BE ADMINISTERED BY THE CITY OF SOUTH
BEND THROUGH ITS BUREAU OF HOUSING.
WHEREAS, the Department of Human Resources in the
name of the City of South Bend has recieved the approval of the
United States Department of Housing and Urban Development to
execute Project Rebate under funding from the 1976 Innovative
Grants Program.
NOW, THEREFORE BE IT ORDAINED by the Common Council
of the City of South Bend as follows:
Section I. The sum of $208,855 is hereby appropriated
for the program year starting February 15, 1977 from the Community
Development fund. This appropriation is to be administered by the
Bureau of Housing.

Section II. This Ordinance shall be in full force and
effect from anafter its passage by the Common Council and approval

The enclosed appropriation ordinance for the Innovative
Grants Program, Project Rebate, includes the following attach-
ments:
Project Rebate guidelines
Project area maps
Budget sheet
D /HUD letter of credit
This project is intended to provide eligible homeowners,
landlords and small businessmen owning property in the approved
target areas with cash rebates based on a percentage of repairs
and improvements made to the property during the program year.
The percentage varies from 20% to 40% depending on type of owner-
ship, family size and income. The program is intended to act in
conjunction with existing housing programs in the preservation of
housing stock in our city.
