AN ORDINANCE APPROPRIATING $30,000.00 FROM THE FEDERAL ASSISTANCE GRANT COMMONLY RE- FERRED TO AS GENERAL REVENUE SHARING FOR VARIOUS ADMINISTRATIVE PROGRAMS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF HUMAN RESOURCES WHEREAS, additional funds are needed by the Department of Human Resources to administer certain Administrative Programs and to insure the department's ability to properly perform its functions. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana as follows: SECTION I. That the sum of $30,000.00 is hereby appro- priated from the Federal Assistance Grant Fund commonly known as the General Revenue Sharing Fund. This appropriation is to be administered by the Department of Human Resources and will be distributed as set forth below: PROGRAM FA 122 Y.W.C.A. This Ordinance shall be in full force and effect from and after its passage by the Common Council, approval by the Mayor, and the fulfillment of all statutory requirements for emergency funding. h o�unci Membe . C AG REE74EIJT r r THIS AGREEMENT entered into this 22nd day of November, 1976 i by and between the CIVIL CITY OF SOUTH BEND, INDIANA, a municipality acting by and through its BOARD OF PUBLIC WORKS, hereinafter called "City," and YOUNG WO'1EN'S CHRISTIAN ASSOCIATION of St. Joseph County, a not - for - profit corporation organized under the laws of the State of Indiana, and hereinafter called "Y.W.C.A.," agree as follows: W11FREAS, the City desires to assist women who are unable to establish their own households, women who suddently find themselves misplaced by divorce, death or transfers away from their hometown, to provide educational continuity to pregnant adolescents whose educa- tion has been disrupted, and to provide disadvantaged preschool children with programs to ready said children for school and /or Head Start Programs in order that said women, girls, and children will have the opportunity to reach their potential as productive and usefill individuals through planned educational, recreational, social and counseling services.. WHE' ?EAS, the City does not presently have the staff nor the facilities to provide such services, and WHEREAS, Y.W.C.A. does have the staff, expertise, and facilities with which to provide such services, NOW THEREFORE in consideration of the mutual covenants of the parties hereto, it is agreed by and between the parties that: 1. Y.W.C.A. shall provide low -cost, sunervized, and protected i Residential Living arrangements for women who are unable to establish their own households. Ii 2. Y.W.C.A. shall provide services to meet the needs of women who 4. Y.W.C.A. shall provide disadvantaged preschool children with programs in various neighborhood centers to ready said children for school and /or Bead Start programs. 5. Y.W.C.A. shall have a major objective in the rendering of the above - described services to encourage women, girls, and children from all backgrounds to reach their potential as individuals through planned counseling, educational, recreational, social and Residential Living services. 6. Y.W.C.A. shall provide such services at its institution on North Lafayette in the City of South Bend and such other places as may be required to fulfill their services. 7. Y.W.C.A. agrees to submit reports quarterly to the Board of Public Works for approval. 8. Such reports shall describe, with particularity, the nature and extgnt of services rendered and the results of such services. 9. The City agrees to pay Y.W.C.A. for services herein described the sum of Thirty Thousand Dollars ($30,000) payable in four (4) equal quarterly installments. 10. Such payments shall be contingent upon approval-by the Board Of Public Works of quarterly reports herein described.
