AN ORDINANCE APPROPRIATING THE SUM OF $35,000.00 FROM
THE CUMULATIVE SEWER BUILDING AND SINKING FUND FOR
PROJECT CS10•-1977,NORTHEAST STORM SEWER DEVELOPMENT,
PHASE II.
WHEREAS, engineering plans and specifications for two areas are needed
for the separation of storm and sanitary sewers; and
WHEREAS, funds are now needed for these engineering plans and specifica-
tions on the following project; and
WHEREAS, a Cumulative Sewer Building and Sinking Fund has been
established,
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana:
SECTION I. That the sum of $35,000.00 be appropriated from the Cumula-
tive Sewer Building and Sinking Fund for the project described below:
PROJECT CSI -1977
Bounded by North Corporate Limits (South Bend Avenue)
on the north, Ironwood Drive on the east, Mishawaka
Avenue on the south and Eddy Street on the west.
SECTION II. This Ordinance shall be in full force and effect from and
and after its passage by the Common Council, its approval by the Mayor and
the fulfillment of all statutory requirements.

It has been brought to our attention that an area in the Northeast side
of South Bend has been experiencing problems with the disposition of
storm water. These problems surface as basement flooding and, in some
cases, street ponding for excessive periods after the rain stops.
One complaint was brought to the Council during the hearings regarding
rezoning of an area for a hotel ( "Linebacker "). Several comments were
made at that time regarding storm water problems.
Another area from which complaints have been received is the Sunnymede
area. Following receipt of the complaints, many of the sewers were
televised and found to be in generally satisfactory condition. Therefore,
we have concluded, at least on a preliminary basis, that the problem is
more involved than simply a localized sewer failure.
We propose that the City attack the problem on a large area and systematic
approach. That is, we plan to engage the services of Cole Associates Inc.
a professional engineering firm. The services will entail a study of the
sewers in the area bounded approximately by the City Limits on the north,
Eddy Street on the west, Mishawaka Avenue on the south, and Ironwood Drive
on the east. The engineers will analyze the problems existing relative to
storm and sanitary sewers in and adjacent to the outlined area. The out-
come of the work will be a report proposing solutions to the problems and
cost estimates of these proposals. With this report in hand, we believe
we will be in a position to propose rational and cost effective programs
to resolve these problems.

A similar study was done several years ago by Cole in an area adjacent to
and east of the area we are discussing. Many of the recommendations were
subsequently implemented and the report remains a valuable reference to
the present time.
Based on the need for this study, we request that the appropriation be
made so that the Consultant may be retained.
