(&E6_-; 7 AN ORDINANCE APPROPRIATING $27,950.00 FROM THE FEDERAL ASSISTANCE GRANT, COMMONLY KNOWN AS GENERAL REVENUE SHARING, FOR VARIOUS ADMINISTRATION AND FINANCE PROGRAMS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF ADMINISTRATION AND FINANCE. STATEMENT OF PURPOSE AND INTENT: Additional funds are needed by the Department of Administration and Finance to administer certain programs and to ensure the De- partment's ability to properly perform its functions during the year 1977; NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AS FOLLOWS: SECTION I. The sum of $27,950.00 is hereby appropriated for _ the year 1977 from the Federal Assistance Grant Fund commonly known as the General Revenue Sharing Trust Fund. Wetzel Associates, a nationally- recognized museum design firm, has submitted a proposal for the first phase in the planning, design and construction of the permanent exhibits in Discovery Hall Museum, a department of the City of South Bend. This firm was one of four exhibit design firms interviewed by the Mayor's Advisory Committee on Discovery Hall. Wetzel Associates was selected by the Committee to submit a formal proposal for an exhibits planning program because, 1) their initial proposal incl- uded a master plan, workshops, graphics and presentations which are essential in proper museum exhibit programming, 2) this firm has had considerable experience in the planning and designing of industry - related museums which will be especially beneficial to Discovery Hall, 3) the imaginative and unique design and purpose of Century Center calls for similar imagination in the programming within its individual units. The Committee feels that Wetzel Associates is best prepared and staffed to provide the finest in modern museum de- sign concepts and, 4) because Wetzel Associates is exclusively a de- sign firm (the other three firms would be involved in all three phases, including exhibit fabrication), the museum could, in the long run, save on exhibit construction costs by receiving bids from local firms for the final fabrication phase. At the moment, Phase One of the exhibits project is especially im- portant. As indicated in the design firm's proposal, among the items to be furnished include a series of sketches for proposed exhibit areas, in- person presentations by the exhibit designers, and a slide presentation based on the exhibit design plan. These will be parti- cularly useful in future fund - raising activities and presentations. Wet- zel Associates proposal and a Letter of Agreement, dated May 17, 1977, is $27,950.00. The planning study is a logical and necessary first step in the exhibit program for Discovery Hall and I am re- questing that the South Bend Common Council authorize and expendi- ture of $27,950.00 of existing General Revenue Sharing Funds for the purpose of retaining Joseph A. Wetzel Associates to prepare a plan for the development of Discovery Hall Museum. The resulting exhibits plan will make it possible for the city not only to present interesting and educational exhibits for the benefit and enjoyment of all the people of South Bend, but also will provide the museum with the means to raise additional funds to pay for the design and construction phases of the exhibits program. These re- venue sharing funds would, in effect, serve as "seed money" for future fund - raising activities.
