AN ORDINANCE APPROVING MONEYS FOR THE PURPOSE OF
DEFRAYING THE CETA TITLE III EXPENSES OF THE DE-
PARTMENT OF EMPLOYMENT AND TRAINING FOR THE FISCAL
PERIOD BEGINNING JANUARY 1, 1977, AND ENDING
SEPTEMBER 130, 1977, INCLUDING ALL OUTSTANDING
CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE
SAME SHALL TAKE EFFECT.
STATEMENT OF PURPOSE AND INTENT
The City of South Bend Department of Employment and Training is
the recipient of funds allocated in accord with the Comprehensive Employment
and Training Act (CETA). These funds are allocated for the specific purpose
of training and employing the unemployed and economically disadvantaged of
the community. This ordinance is introduced in order to specify the line
item expenditure of funds allocated for the Summer Program for Economically
Disadvantaged Youth.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana, as follows:
SECTION I. For the expenses of the Department of Employment anc
Training for the Fiscal Period ending September 30, 1977, the following sums
of money are hereby approved and ordered set apart out of the funds herin-
after named, and for the purposes herinafter specified, subject to the laws
governing the same. The sums herein approved shall be deemed to include all
expenditures authorized to be made in said year, unless otherwise expressly
stipulated or provided by law.

Subject: Proposed CETA Title Summ Youth P ogram Budget

I am submitting for your consideration and approval the proposed
CETA Title III Line Item Budget for Summer 1977 Youth Employment
Program.
Due to allocation decisions by the Department of Labor, available
funds for the Summer Youth Program have been reduced rather signif-
icantly. Whereas, last summer approximately $868,000 was available,
of which slightly under $700,000 was expended, the City of South Bend
allocation for the summer of 1977 is a total of $622,375. That
allocation includes funds carried out and unexpended from last
summer's program.
I am enclosing for your information the Line Item Expenditures during
the summer 1976 program. The proposed 1977 summer budget reflects
several major changes from previous summers. In the first place,
the administration, planning and design of the program is being
handled by existing administrative staff, thereby, eliminating the
need for a specially hired summer director. Instead of this option,
we have, with the advice and recommendation of the CETA Advisory
Council, developed Subgrant agreements with community based organ-
izations and with the School Corporation to run portions of the
Summer Program. Specifically, five (5) community organizations
will be subgrant agencies, namely, the Urban League, Hansel Center,
YMCA,YWCA, and the Youth Services Bureau (YSB). In addition, the
school corporation will sponsor a reading and math assistance program
for 14 -T6 year olds in conjunction with the work program.
In order to lend as much fiscal information as possible about the
several aspects of the program, we are using a series of program
activity codes following the account numbers. Each 160 account on
the proposed budget relates to our own inhouse expenses. The 165

accounts are those which relate to the five (5) subgrant agencies
indicated above. The 130 account is in connection with the South
Bend Community School Corporation's Reading and Math Assistance
Program. Finally, the 163 account involves costs relative to the
Environmental Clean -up Program. The latter costs are in conjun-
ction with the proposed use of revenue sharing funds.
One of the main benefits of subgranting portions of the program to
local agencies, has been the elimination of the excessively high
rental costs required last summer.
If further information is desired, I would be happy to provide as
much as possible.

AN ORDINANCE APPROPRIATING $10,000 FROM
THE FEDERAL ASSISTANCE GRANT, COMMONLY
REFERRED TO AS GENERAL REVENUE SHARING
FOR VARIOUS HUMAN RESOURCES PROGRAMS TO
BE ADMINISTERED BY THE CITY OF SOUTH BEND
THROUGH ITS DEPARTMENT OF ADMINISTRATION
AND FINANCE.
STATEMENT OF PURPOSE AND INTENT
Additional funds are needed by the Department of Administration
and Finance to administer certain Human Resources Programs and
to ensure the Department's ability to properly perform its
functions during the year 1977.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend as follows:
SECTION I. The sum of $10,000 is hereby appro-
priated for the year 1977 from the Federal Assistance Grant
Fund, commonly known as the General Revenue Sharing Trust Fund.
This appropriation is to be administered by the Department of
Administration and Finance and will be distributed as set forth
below:
