AN ORDINANCE APPROPRIATING $1,850 FROM THE ANTI -
RECESSION FUND, COMMONLY REFERRED TO AS COUNTER -
CYCLICAL GRANT, FOR VARIOUS ADMINISTRATIVE PRO-
GRAMS, TO BE ADMINISTERED BY THE CITY OF SOUTH
BEND, THROUGH ITS DEPARTMENT OF ADMINISTRATION
AND FINANCE.
STATEMENT OF PURPOSE AND INTENT.
Additional funds are needed to administer certain programs
and to ensure the city's ability to properly perform its functions
during the year 1977.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA, AS FOLLOWS:
SECTION I. The sum of $1,850 is hereby appropriated for the
year 1977 from the Anti - Recession Fund, commonly known as the
Counter - Cyclical Grant. This appropriation is to be administered
by the Department of Administration and Finance and will be
distributed as set forth below:

SECTION II. This Ordinance shall be in full force and effect
from and after its passage by the Common Council, approval by the
Mayor and the fulfillment of all statutory requirements for emer-
gency appropriation.

On February 1, 1977 one of the animal control vans owned by
the City of South Bend was damaged beyond repair. A settle-
ment from Allstate Insurance, in the amount of $1,546.10 has
been received. An additional $1,850.00 is needed to replace
the van.
We are asking that these additional funds be appropriated
from the Anti - Recession fund, commonly referred to as the
Counter - Cyclical Grant, on the basis that the program cannot
be continued without this van.
