ORDINANCE NO. (AL' -7
AN ORDINANCE APPROPRIATING $13,500 FROM THE
FEDERAL ASSISTANCE GRANT, COMMONLY REFERRED
TO AS GENERAL REVENUE SHARING FOR VARIOUS
PUBLIC SAFETY PROGRAMS TO BE ADMINISTERED
BY THE CITY OF SOUTH BEND THROUGH THE
DEPARTMENT OF ADMINISTRATION AND FINANCE.
STATEMENT OF PURPOSE AND INTENT:
Additional funds are needed by the Bureau of Environmental
Control to administer certain Public Safety Programs and to ensure
the Department's ability to properly perform its functions during
the year 1977.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA, AS FOLLOWS:
SECTION I. The sum of $13,500 is hereby appropriated for
the year 1977, from the Federal Assistance Grant Fund, commonly
known as the General Revenue Sharing Trust Fund. This appro-
priation is to be administered by the Department of Administration
and Finance and will be distributed as set forth below:

SECTION II. This ordinance shall be in full force and effect
from and after -its passage by the Common Council, approval by the
Mayor and the fulfillment of all statutory requirements for emergency

We are asking your support for the attached ordinance appro-
priating $13,500 which will be used to provide the funds
for our new contract with the Humane Society. The contract
represents many hours of negotiation between the City Ad-
ministration and the Humane Society, and we believe it is
equitable to both parties.
As you know we budgeted only $24,000 for 1977 payments to
the Humane Society as the budget was prepared before the re-
organization of the Humane Society, and before its Director,
Phil Snyder, was employed. The City has arranged to continue
its own animal control program, but will continue to use the
Humane Society as its animal shelter. The $13,500 is for the
period beginning July 1, 1977 and running through December 31,
1977.

Grant, commonly referred to as General Revenue, sharing
for various public safety programs to be administered
by the city of South Bend through the Department of
Administration and Finance.
