AN ORDINANCE APPROPRIATING $300,048.00 FROM THE
FEDERAL ASSISTANCE GRANT COMMONLY REFERRED TO AS
GENERAL REVENUE SHARING, FOR OPERATION OF CENTURY
CENTER, TO BE ADMINISTERED BY THE CITY OF SOUTH
BEND THROUGH THE DEPARTMENT OF ADMINISTRATION AND
FINANCE.
WHEREAS, additional funds are needed by the Department of
Administration and Finance to insure this Department's ability
to properly perform its functions during the year 1977.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON OCUNCIL OF THE
CITY OF SOUTH BEND, INDIANA, AS FOLLOWS:
SECTION I. That the sum of $300,048.00 is hereby
appropriated for the year of 1977 from the Federal
Assistance Grant Fund, commonly known as the
General Revenue Sharing Fund. This appropriation
is to be administered by the Department of Administration
and Finance, and will be distributed as set forth below:

SECTION II. This ordinance shall be in full force and
effect _ January 2, 1977 after its passage by the Common
Council, approval by the Mayor, and the fulfillment
of all statutory requirements for emergency appropriation.

You will be presented with the 1977 funding request for operation of Century
Center under the first reading at the November 8, 1976 council meeting.
As in other communications concerning the whole Century Center complex,
we feel this funding is essential to develop and get the Center off to a
successful start. This request for operation monies in the amount of
$300,048.00 is basically a request for salaries of $94,702.00, which
include about four additional people whose duties are directly related to
the physical operation of the buildings; electrical power ($125,000) for the
lighting, etc., $2,000.00 for travel, and about $1,200.00 for contractual
maintenance of equipment, and $23,500 for programs and Century Center
promotion. The balance of the budget is intended for those costs normally
associated with the operation of a business.
The proposed budget has been reviewed and passed by the Board of Managers
and the administration concurrs that this is what is needed to start the
center correctly. I'm requesting the use of revenue sharing funds to get
this operation off the ground, and would hope that in future years generated
revenues will absorb some of the costs.

THIS ORDINANCE BE RECOMMENDED TO THE COUNCIL FAVORABLE,
AS AMENDED:
Reduce Electric current from $125,000 to $87,000
Increase Heat from $2,284 to $40,000
Increase Water from $360 to $644.
