AN ORDINANCE APPROPRIATING $18,000 FROM
THE FEDERAL ASSISTANCE GRANT COMMONLY
REFERRED TO AS GENERAL REVENUE SHARING,
FOR VARIOUS CODE ENFORCEMENT ° PROGRAMS
TO BE ADMINISTERED BY THE CITY OF SOUTH
BEND THROUGH ITS DEPARTMENT OF LAW.
WHEREAS, additional funds are needed by the Department of Law
to enforce the Municipal Code of the City of South Bend with regard
to public safety, environmental protection, the public health and
welfare and zoning purposes.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend as follows:
SECTION I. That the sum of $18,000.00 is hereby appropriated
for the year o 1977 from the Federal Assistance Grant Fund, commonly
known as the General Revenue Sharing Funds. This appropriation is to
be administered by the Department of Law and will be distributed as
set forth below.

SECTION II. This ordinance shall be in full force and effect
January 2, 1977 after its passage by the Common Council, approval by the
Mayor, and the fulfillment of all statutory requirements for emergency
funding.

The legal intern program continues to be an invaluable resource
for the Department of Law. Not only do the interns supplement the
Deputy Attorneys workload by researching questions of law, but also
they handle numerous citizen complaints and requests. As a result of
the interns work, our attorneys are able to spend their time on more
complex matters that regularly involve our Department. I think it is
obvious that this program is essential if the Department of Law is to
render competent service to the City.
I am, therefore, requesting $18,000 out of revenue sharing funds
for 1977 to fund their salaries. This is the exact amount we operated
with last year, and will again enable us to employ legal interns on a
full -time basis over the summer months. I am in support of the step
system of salary allocation -- Intern I, II and III with salaries of
$3.50, $4.00 and $4.50 per hour based upon their experience and time
in the Legal Department. Such a system is set out in South Bend
Ordinance No. 5990 -76. This scale is to commensurate with salaries
paid by both public agencies and private law firms, and will serve to
foster initiative and competency.
There is no doubt in my mind that the legal intern program is
crucial for the Department of Law to perform all the duties that fall
within its province. Your support for this request is greatly appre-
ciated.
