AN ORDINANCE APPROPRIATING $80,000.00 FROM
THE COMMUNITY DEVELOPMENT GRANT FUND, FOR
PLAZA PARK, TO BE ADMINISTERED BY THE CITY
OF SOUTH BEND THROUGH ITS DEPARTMENT OF
PUBLIC PARKS.
WHEREAS, additional funds are needed by the Department of Public
Parks to administer certain public parks programs and to insure the de-
partment's ability to properly perform its functions during the year 1976.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend as follows:
Section I. The sum of $80,000.00 is hereby appropriated for the year
1976 from the Community Development Grant Fund. This appropriation is to be
administered by the Department of Public Parks and will be distributed as set
forth below:

Section II. This ordinance shall be in full force and effect from and after
its passage by the Common Council, approval by the Mayor, and the fulfillment of

Dear Mr. Parent:
The Department of Parks is requesting the Common Council to approve the
enclosed ordinance, in the amount of $80,000.00, for fifty per cent of
the payment of Plaza Park. The Park Department will buy the park from
the Redevelopment Commission. The balance of the parks cost will be paid
when funds become available through Community Development monies.
The park construction on the west bank of the Saint Joseph River, from
Jefferson Street to Monroe Street, was built under the authority of the
Redevelopment Commission with the maintenance of Plaza Park being the
responsibility of the Park Department.
According to Wayne Brownell, Executive Director of the Redevelopment
Commission, the Redevelopment Department does not have the authority to
give the park to the Park Department but must sell the park at the
$160,000.00 price. The land and park development costs much more than
the $160,000.00 selling price. I feel the city is fortunate to have a
fine park such as Plaza Park added to the park system.
