AN ORDINANCE APPROPRIATING $30,000 FROM THE
COMMUNITY DEVELOPMENT FUND, FOR THE PROVISION
OF SOCIAL SERVICES (UNITED WAY - DAY CARE), TO
BE ADMINISTERED BY THE CITY OF SOUTH BEND
THROUGH ITS DEPARTMENT OF HUMAN RESOURCES.
WHEREAS, the Department of Human Resources in the name
of the City of South Bend has received the approval of the United
State Department of Housing and Urban Development to execute
certain Community Development project activities to provide Day
Care services to low- and moderate - income residents.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of
the City of South Bend that:
Section I. The sum of $30,000 is hereby appropriated
for the program year starting July 7, 1976, from the South Bend
Community Development Block Grant Program. This appropriation
is to be administered jointly by the Department of Human Resources
and the United Way of St. Joseph County.

When the city developed the second year Community Development Application,
the administration determined that the provision of a Social Services (Day
Care) was a necessary program to address the needs experienced by low- and
moderate - income families in Community Development "target areas." The
United Way Day Care Program was found to be necessary and appropriate to
support other CD activities in those areas.
This $30,000 would be matched with $57,000 in State of Indiana Contingency
Funds to generate $345,023.10 in Day Care services under Title XX for St.
Joseph County area.
The U.S. Congress has defined the general categories of people who may be
eligible to receive services financed under Title XX. These include persons
or families in the following groups:
(1) Recipients of Aid to Families with Dependent Children
(AFDC);
(2) Recipients of Supplemental Social Security Income
(SSI);
(3) Families with limited income (In Indiana, most services
are available to individuals whose family income is less
than 50 percent of the state's median income for a similar
size family. Some Title XX Social Services are available
up to the 80 percent level); and
(4) Children or adults in danger of abuse or neglect, 'RIM IN CLERKS OFFICE

As of October 1, 1975, the State Comprehensive Annual Services Plan covers
the twenty -one month period to June 30, 1977, and calls for fifty -six
separate Social Services. The Day Care service is but one of these services
under a 25 - 75 percent matching state - federal Title XX Grants.
In conjunction with our 1976 Community Development Program, we hereby submit
for your consideration an Ordinance to appropriate $30,000 to provide "Day
Care services for low- and moderate - income families pursuant to United
Way's Title XX Social Services Grant.
Day Care Services for Children
Care to children while the parents are in training, at work,
or otherwise absent from home and unable to provide the
adequate parental care (AFDC, 50 percent of median income).
