AN ORDINANCE APPROPRIATING $44,000.00 FROM
THE FEDERAL ASSISTANCE GRANT, COMMONLY RE-
FERRED TO AS GENERAL REVENUE SHARING, FOR
ESTABLISHING THE PERMANENT ENVIRONMENTAL
WORK CREW, TO BE ADMINISTERED BY THE CITY
OF SOUTH BEND THROUGH THE BUREAU OF STREETS.
WHEREAS, additional funds are needed by the Bureau of Streets
to insure this Department's ability to properly perform its functions
during the year 1976.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana, as follows:
SECTION I: That the sum of $44,000.00 is hereby appropriated for
the year 1976 from the Federal Assistance Grant Fund, commonly known
as the General Revenue Sharing Fund. This appropriation is to be ad-
ministered by the Bureau of Streets and will be distributed as set
forth below:

As a means of providing increased effort in the area of environ-
mental clean -up, the Mayor has directed that additional personnel
be assigned to this program.
Under the supervision of a Bureau of Streets Foreman, six (6) CETA
people will be added to provide manpower for this clean -up response.
It is proposed to assign a mower to each approximate one -half of
the City. A two -man crew will be assigned to clean -up activities
with primary responsibility for cleaning trash and debris from lots
before mowing.
It is not intended that this program will reduce the effort of the
Bureau of Solid Waste in environmental clean -up.
As a part of this program, the Mayor has directed that an increased
effort be made to enforce the City Ordinance regarding trash and
refuse, and that violators be prosecuted.
The efforts of all City Departments in environmental clean -up and
maintenance have been reviewed and are being coordinated to pro-
vide increased service in this area.
Proposed expenditures from this recommended appropriation include:
