ORDINANCE NO, -6 _ <,
AN ORDINANCE APPROPRIATING THE SUM OF
$46, 000.00 TO ACCOUNT NO. 510.0 "INSURANCE"
WITHIN THE BUREAU OF STREETS BUDGET OF
THE MOTOR VEHICLE HIGHWAY FUND OF THE
CITY OF SOUTH BEND, INDIANA.
WHEREAS, certain extraordinary conditions have developed since the
adoption of the existing budget in the Motor Vehicle Highway Fund, so that it
is now necessary to appropriate more money than was appropriated in the original
budget for the various functions of City Government to meet such extraordinary
conditions; and
WHEREAS, additional funds are needed to establish Account Number 510.0
within the Bureau of Streets budget, in the Motor Vehicle Highway Fund to assure
that department's ability to properly perform its functions; and
WHEREAS, an unappropriated surplus exists in the Motor Vehicle Highway
Fund;
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana:

The need for the attached appropriation was brought about by
the increased cost of insurance coverage based on experience
and types of coverage, and the elimination of deductible in
certain areas. The appropriation is being requested from
the Motor Vehicle Highway Fund because a large portion of
our insurance liability is brought about by coverage of
Street Department properties and Workmen's Compensation.
In the past, because of shortages in gasoline tax receipts,
the Street Department has not paid for its own insurance.
The payment has been made from the General Fund with property
taxes. We feel that with the 20% to 25% increase in gasoline
tax distribution which is taking place this year, and the
availability of Community Development funds for street
programs, the Street Department is financially capable of
supporting itself, and still provide full service in main-
taining streets.
We would appreciate your approval of this request.
