AN ORDINANCE APPROPRIATING $17,500 FROM THE COMMUNITY DEVELOPMENT FUND, FOR PROVISION OF SOCIAL SERVICES (LEGAL AID), TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF HUMAN RESOURCES. WHEREAS, the Department of Human Resources in the name of the City of South Bend has received the approval of the United States Department of Housing and Urban Development to execute certain community development project activities to provide legal services to low and moderate income residents. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend as follows: Section I. The sum of $17,500 is hereby appropriated for the program year starting July 7, 1976, from the South Bend Community Development Block Grant Program. This appropriation is to be administered jointly by the Department of Human Resources and the.Legal Aid Society of St. Joseph County, Inc. PROGRAM CD - 76 - 702 COMMUNITY DEVELOPMENT PROGRAM PURPOSE AMOUNT Provision of Social Services $17,500 (Legal Aid) Section II. FILED IN CLERK'S OFFICE Irene Gammon CITY CLERK, SOUTH BEND, IND, INTER - OFFICE MEMO TO: MEMBERS OF THE COMMON COUNCIL FROM: CARL ELLISON e"X M,Q, SUBJECT: LEGAL AID APPROPRIATION PROGRAM CD -76 -702 DATE: SEPTEMBER 22, 1976 In developing the 2nd Year Community Development Plan, the adminis- tration determined that the provision of a comprehensive system of legal services tailored to address the problems experienced by low income residents in Community Development "target areas" was both necessary and appropriate to support other Community Development activities in those areas. Consequently, the Community Development Program hereby submits for your consideration an ordinance to appropriate $17,500 to provide the following services for low income residents of the aforementioned areas: a. Legal Representation for low income persons who cannot otherwise afford such services. b. Community Education in areas such as consumer rights, landlord -tenant relationships, and home ownership problems. c. outreach Activities to reach primarily senior citizens who might either not be aware of services available to them or are reluctant to avail themselves of such services. d. Group Representation for neighborhood groups desiring technical assistance with respect to organizational matters, federal guidelines and regulations, state and local laws, etc. The Community Development Program anticipates that senior citizens will be the primary beneficiaries of all proposed activities. The Legal Aid Society proposes to undertake and accomplish these activities with the following line item budget: PERSONNEL Staff Attorney (1) Law Student (part time, 15 hrs. /wk. @ $3.50 per hr.)
