AN ORDINANCE APPROPRIATING $450,000.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR PROJECT
REHABILITATION GRANTS, TO BE ADMINISTERED BY THE
CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF HUMAN
RESOURCES /DIVISION OF COMMUNITY DEVELOPMENT AND THE
BUILDING DEPARTMENT /BUREAU OF HOUSING.
STATEMENT OF PURPOSE AND INTENT:
The City of South Bend, in creative and affirmative
partnership with city residents, private enterprise, and the Federal
Government, is committed to the national housing goal of "a decent
home and a suitable living environment" for all persons. In
attempting to achieve this goal, the City has developed programs to
financially assit low- and moderate - income persons in their effort
to acquire and /or maintain safe, adequate, and affordable housing
through the provision of services, loans, and /or grants. There are
thousands of housing units in the City which are substandard and
require $5,000 to $9,000 investment to meet the minimum housing
code. Most households occupying these units have an inadequate
income to effectuate rehabilitation and already pay a disproportionate
share of their income for low quality housing service. Therefore,
CDBG funds will be utilized by the Bureau of Housing to make housing
rehabilitation grants to eligible low- and moderate - income persons.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of
the City of South Bend, Indiana, as follows:
SECTION I. The sum of $450,000.00 is hereby appropriated
for the program year starting July 7, 1977 from the City of South
Bend's Community Development Block Grant Fund (Program Year 1977).
The appropriation shall be used within the boundaries of the
Community Development "target area" as approved by the United States
Department of Housing and Urban Development under Title Twenty -Four
(24), Code of Federal Regulations, Part Five Hundred and Seventy
(570) for the Community Development Program Year 1977. The
appropriation shall be administered by the Division of Community
Development and the Building Department /Bureau of Housing and will
be administered as set forth below:
