GAMMON Approved and signed by me ORDINANCE NO. 6s��JIJ 7 AN ORDINANCE APPROPRIATING $23,040.00 FROM THE ANTI - RECESSION FUND COMMONLY REFERRED TO AS THE COUNTER - CYCLICAL GRANT, FOR VARIOUS BUILDING CODE ENFORCEMENT FUNCTIONS, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH THE DEPARTMENT OF ADMINISTRATION AND FINANCE. STATEMENT OF PURPOSE AND INTENT Additional funds are needed to administer certain programs and to ensure the city's ability to properly perform its function during the year 1977. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, as follows: SECTION I. The sum of $23,040.00 is hereby appropriated for the year 1977 from the Anti- Recession Fund, commonly known as the Counter - Cyclical Grant. This appropriation is to be admini- stered by the Department of Administration and Finance, and will be distributed as set forth below: SECTION II. The Code Enforcement Hearing Officer's Salary will -be set an an annual figure of $13,000.00 for 1977. SECTION III. This Ordinance shall be in full force and effect from and after its passage by the Common Council and its approval by the Mayor. It is contem- plated that the Code Enforcement Hearing Officer will be a part - time position staffed by an attorney whose duty it will be to hear evidence on housing code violations which are brought to him by the Building Commissioner. In view of the volume of work which this office is expected to handle, a full -time secretary is budgeted. In order that a full and complete record of the proceedings before the Code Enforcement Hearing Officer may be kept, a request is made in the budget for tape recording equipment from which an intelligible verbatim transcript can be made where necessary. The budget also provides for postage costs in the amount of $1,000.00, which costs will be necessary as all notifications will be sent certified mail to violators and which is required as a part of the Code Enforcement Hearing Officer's duties. This ordinance is filed in conjunction with the ordinance appropriating $40,000.00 from the General Revenue Sharing Fund for Contractual Services.
