AN ORDINANCE APPROPRIATING $8,840.00 FROM THE CUMULA- TIVE CAPITAL IMPROVEMENT FUND, LINE ITEM NO. 260.0, AND $79,560.00 FROM THE LOCAL ROAD AND STREET FUND TO PROJECT R & S 94, MICHIGAN STREET - LEEPER BRIDGE IMPROVE- MENTS, WITHIN THE LOCAL ROAD AND STREET FUND. STATEMENT OF PURPOSE AND INTENT:. In that certain unsafe conditions exist along Michigan Street (U.S. 31) at its intersection with North Shore Drive and across the adjacent Leeper Bridge, certain improvements have been proposed. Funds are now needed to pay the cost of the construction of certain aspects of these improvements. These funds are available from the Cumulative Capital Improvement Fund and the Local Road and Street Fund for these purposes. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: SECTION I. That the following sums of money are hereby appropriated and ordered set apart of the Cumulative Capital Improvement Fund and the Local Road and Street Fund for the project in the amount set forth below: PROJECT NO. NEMETH, Mayor COUNTY -CITY BUILDING SOUTH BEND, INDIANA 46601 Common Council Building 46601 August 3, 1977 RE: R & S 94 - Michigan Street Improvements Dear Councilmen: 219/284 -9251 The attached ordinance requesting a total of $88,400 from the Cumulative Capital Improvement Fund and the Local Road and Street Fund represents the City's involvement in the proposed improvements for the Leeper Park Bridge and the intersection of North Shore Drive with Michigan Street. The Leeper Bridge over U. S. 31 has been in need of repairs for many years. As a result of negotiations between City, County and State Officials, certain improvements have been proposed for the repair and rehabilitation of the Bridge itself. It has been established that the County and State will bear the major portion of the cost of these im- provements. Bids have been received by St. Joseph County for the re- pairs to the Bridge, said bids totaling $121,461. Of this amount, the "City's share" shall be $26,885. The balance, $94,576, shall be borne by the Indiana State Highway Commission and St. Joseph County. In addition to the above referenced repairs, new street lighting will be required for the Bridge itself. Our estimate for the proposed lighting system, which will be funded 100 per cent by the City, is $6,675. In conjunction with these improvements, traffic signal and channelization improvements have also been proposed for the intersection of Michigan Street and North Shore Drive. The estimate of cost for the signal system Members of the Common Council Page Two August 3,1977 is $50,623. This figure also includes the cost of the temporary signal system which will be required during the Bridge reconstruction activities; said temporary signals will also serve this intersection until the new equipment can be installed and placed in operating order, on or about February 1, 1978. In summary, this request for $88,400 breaks down as follows: 1. Bridge Reconstruction - City Portion $26,885.00 2. Street Lighting - By City 6,675.00 3. Signalization Temporary and New - By City 50,623.00 4. Contingency - 5 Per Cent 4,217.00 Should you have any questions regarding this request, please contact me at your earliest convenience.
