AN ORDINANCE APPROPRIATING $318,000.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND, TO IM-
PROVE THE FIRE- FIGHTING CAPACITY OF SOUTH BEND'S
FIRE DEPARTMENT, TO BE ADMINISTERED BY THE CITY
OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY
DEVELOPMENT AND THE DEPARTMENT OF PUBLIC WORKS.
STATEMENT OF PURPOSE AND INTENT:
The equitable and fiscally sound provision of basic services
including supporting capital facilities and infrastructure, is the founda-
tion of the quality of the City's residential areas and neighborhoods. The
many public and private services and supporting facilities, whether at the
neighborhood, community, or city level, are essential to the city resident's
existence. In order to maintain and upgrade the quality of the city's
neighborhoods and provide these necessary public services and facilities,
certain public works projects and programs will be conducted by the Depart-
ment of Public Works.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend, Indiana, as follows:
SECTION I. The sum of $318,000.00 is hereby appropriated
for the year starting July 7, 1977, from the City of South Bend's Community
Development Block Grant Fund (Program Year 1977). The appropriation shall
be used within the boundaries of the Community Development "target areas"
or serve those "target areas" as approved by the United States Department
of Housing and Urban Development under Title Twenty -Four (24), Code of
Federal Regulations, Part Five Hundred and Seventy (570) for the Community
Development Program Year 1977. The appropriation shall be administered by
the Division of Community Development and the Department of Public Works as
set forth below:

SUBJECT: Amendment To Proposed CD Plan Revision Associated With
Fire Station #6 Project

By this memorandum the administration wishes to amend its previous
statement regarding the deletion of certain 3rd Year Community Development
activities necessary to allow the fire station project to proceed.
Specifically, the administration wishes to remove the $8,000 originally
planned for the continuation of a Historic Preservation Survey project from
the list of proposed activity deletions.
In its place the administration wishes to insert $8,000 from Community
Development Administration. This substitution would have the effect of
reducing the planned amount for Community Development Administration from
$300,000 to $292,000.
The administration believes the Historic Preservation project should
be considered on its own merits. We are willing to meet with the HP
Commission to discuss the second stage of the project to determine whether
an appropriation ordinance should be filed.
We hope this action will stimulate the expeditious approval of the
fire station project.

Dear Mr. Parent:
The attached bill seeks the appropriation of $318,000 to allow the
demolition of existing Fire Station X66 and for the construction of a new
fire station on the same site.
As the Common Council will recall, the City's 3rd Year Community
Development Plan sets aside $240,000 for land acquisition and construction
of the new station. Since the architect's cost estimate for building the
station (based on revised plans) has risen to $325,000, the Administration
proposes to delete several 3rd Year activities to accumulate sufficient
resources to allow the fire station project to proceed.
Specifically, the Administration wishes to delete the following
activities and reallocate the resources to the fire station project:
1. Historic Preservation Survey ($8,000)
The Administration believes the execution of the second
stage of the HP Survey project is not essential at this
time. Additionally, the results of the initial survey
stage (funded with 2nd Year CD funds) have not been
evaluated to determine whether the second stage of the
project is essential.
2. Triangle Park Improvement ($10,000)
The Administration has found that acquisition of this
site will not be possible until December, 1978.
Consequently, improvement monies will not be necessary
until after that time. We believe 4th Year funds can
be set aside to cover the improvements.

3. Lock Program ($20,000)
HUD has determined this activity to be ineligible.
Deleting the activity, then, is logical.
4. Pulaski Park ($10,000)
This fencing activity was proposed at $25,000. However,
the Common Council appropriated only $15,000 for it.
Consequently, $10,000 is available to be reprogrammed.
5. Unspecified Local Option ($40,000
This funding category is designed to allow for unantic-
ipated projects or costs. Consequently, use of these
funds in this instance is appropriate.
The Administration believes the above funding reallocations will not
prevent the CD Program from reaching the goals the Common Council set for
it.
