(a AN ORDINANCE APPROVING A CONTRACT BETWEEN THE BUREAU OF WASTEWATER OF THE CITY OF SOUTH BEND, INDIANA, AND CARL J. REINKE & SONS, INC., SOUTH BEND, INDIANA, FOR CONSTRUCTION OF A GARAGE AND COMBINED MECHANICAL WORK TO INCLUDE ELECTRICAL, HEATING AND VENTILATION AT THE WASTEWATER TREAT- MENT PLANT IN THE TOTAL AMOUNT OF $24,984.00. STATEMENT OF PURPOSE AND INTENT: To approve a Contract for general construction of a new garage by erecting a pre- engineered metal building addition to an existing garage structure and combined mechanical work to include electrical, heating and ventilation at the Wastewater Treatment Plant. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AS FOLLOWS: SECTION I. That the Contract entered into between the Bureau of Wastewater of South Bend, Indiana, and Carl J. Reinke & Sons, Inc., South Bend, Indiana, on the 3rd day of October, 1977, for the construction of a garage and combined mechanical work to include electrical, heating and ventilation at the Wastewater Treatment Plant, pursuant to advertising and receipt of bids as the purchase of same is required in the operation of the Bureau of Wastewater, for a total cost not to exceed $24,984.00, is hereby approved and confirmed. SECTION II. This Ordinance shall be in full force and effect from and after its adoption by the Common Council and approval by the Mayor. From November 1 to March 15 it is necessary to store this equipment in a heated garage. We do use it when the weather is above freezing. After they are used they are returned to a warm garage and we are assured that they will be ready to use whenever necessary, weather permitting. The storage of equipment requires about four stalls of our existing garage. By using only the existing garage for the Vactors and heavy equipment pieces, it makes it almost impossible to keep other equipment that is to be serviced inside overnight. When it is snowing, there is time lost waiting for the equipment to be serviced to thaw out enough to work on. By putting in two additional stalls, it will allow us to keep one backhoe and one loader inside during the winter months. This is the area that the Vactors have occupied in the past. It is very important that on a cold morning (or night) we have a loader or backhoe ready for any type of emergency. Outside storage does not permit this.
