ORDINANCE NO. 6245 -77
AN ORDINANCE APPROPRIATING $130,000.00 FROM
THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND,
TO IMPROVE THE FIRE - FIGHTING CAPACITY OF
SOUTH BEND'S FIRE DEPARTMENT, TO BE ADMINI-
STERED BY THE CITY OF SOUTH BEND THROUGH ITS
DEPARTMENT OF HUMAN RESOURCES /DIVISION OF
COMMUNITY DEVELOPMENT AND THE DEPARTMENT OF
PUBLIC WORKS.
STATEMENT OF PURPOSE AND INTENT:
The equitable and fiscally sound provision of basic
services, including supporting capital facilities and infra-
structure, is the foundation of the quality of the City's resi-
dential areasand.neighborhoods. The many public and private
services and supporting facilities, whether at the neighborhood,
community, or city level, are essential to the city resident's
existence. In order to maintain and upgrade the quality of the
city's neighborhoods and provide these necessary public services
and facilities, certain public works projects and programs will
be conducted by the Department of Public Works.
NOW, THEREFORE BE IT ORDAINED by the Common Council
of the City of South Bend, Indiana, as follows:
SECTION I. The sum of $130,000.00 is hereby appro-
priated for the year starting July 7, 1977 from the City of
South Bend's Community Development Block Grant Fund (Program
Year 1977). The appropriation shall be used within the
boundaries of the Community Development "target areas" as
approved by the United States Department of Housing and Urban
Development under Title Twenty -Four (24), Code of Federal re-
gulations, Part Five Hundred and Seventy (570) for the Community
Development Program Year 1977. The appropriation shall be
administered by the Division of Community Development and the
Department of Public Works as set forth below:

Dear Councilmen:
Attached please find an ordinance requesting $360,000 from the 1977
Community Development Grant Fund for certain Fire Department pro-
grams. You will also find attached a cover letter prepared by the
Fire Department which outlines the scope of this program.
In support of this document I offer the following estimate of costs:

This letter is in conjunction with the Fire Department's request
of funds under the Community Development Fund Ordinance #CD -77 -605;
site acquisition, fire station construction and fire ladder
truck purchase. The request is for $360,000. All funds will be
used solely for the above mentioned projects.
After a complete study by the Fire Department of the fire coverage
in the area abounded by the City limits on the West, the Penn
Central railroad on the North, the Grand Trunk railroad on
the South and Walnut Street on the East; it is our firm belief
that a new two -bay fire station be built in the vicinity of
Western Avenue and Lake Street. Equipped with a new Ladder Truck
and an existing pumper, this would greatly improve the fire
coverage in this area.
Under the proposal, Eire Station #6 at Western Avenue and Gladstone
Street would be closed. The pumper that is stationed there would
then be moved to the new station, which will be more centrally
locat6d in the coverage area.
