AN ORDINANCE AMENDING THE GOVERNING RULES AND REGULATIONS OF THE LEGIS- LATIVE BRANCH OF THE CITY OF SOUTH BEND, CHAPTER 2, ARTICLE 1, ENTITLED "THE COMMON COUNCIL ",.OF THE MUNICIPAL CODE STATEMENT OF PURPOSES AND INTENT The Common Council of ,the City of South Bend recognizes that its citizens are. entitled to an efficient and responsible legislative branch of government. In the interest of assuring that all of the local governing laws are consistent with new state legislation, the following bill is introduced to revise the procedure to fill any vacancies occuring in the Common Council; and to require written annual reports of all stand- ing committees of the Council. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. However, if the vacancy is of a district councilman, the person selected to ll such vacancy must be a resident of the district from which the vacated councilman was elected. Chapter 2, Article 1, Section 2 -6(f) of the Munici- pal Code od the City of South Bend, Indiana, is hereby amended to read as follows: (f) The Vice - President shall possess the powers and perform the duties of the President of the Council when the President is absent, while tine- Presle�ent- ls- eetlrte} -ss- Meier, or when a temporary vacancy occurs in the Office of the President. SECTION III. Chapter 2, Article 1, Section 2 -10(f) of the Muni- cipal Code of the City of South Bend, Indiana, is hereby amended to read as follows: (f) Responsibilities and Scope of Council Committees. The gene- ral responsibilities of each Council Committee shall include the right to review all legislative proposals, reports and other pertinent infor- mation under its jurisdiction; and to monitor on a continuing basis the department, bureaus and public officials under its jurisdiction. Each Council Committee shall report periodically to the Council, with a mini- mum of send- annual written reports being given by each committee. All committees shall also deal with the issues referred to them by the Pre- sident of the Council or by at least a majority of the Council. SECTION`IV. MARY CHRISTINE ADAMS At Large Recently, new state legislation has changed the RICHARD C. DOMBROWSKI procedure for vacancies in elective offices. The new At Large FRANK law found in Indiana Code Sections.3 -2 -9 -1 through g HORVATH At Large 3- 2 -9 -10 therefore has been incorporated. The bill would also change the reports of the stand- ing committees from "semi- annual reports" to an annual written report from each committee.
