AN ORDINANCE APPROVING MONEYS FOR THE PURPOSE OF
DEFRAYING THE CETA TITLE I EXPENSES OF THE DE-
PARTMENT OF EMPLOYMENT AND TRAINING FOR THE FISCAL
PERIOD BEGINNING OCTOBER 1, 1977, AND ENDING
SEPTEMBER 30, 1978, INCLUDING ALL OUTSTANDING
CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE
SAME SHALL TAKE EFFECT.
STATEMENT OF PURPOSE AND INTENT
The City of South Bend Department of Employment and Training is
the recipient of funds allocated in accord with the Comprehensive Employment
and Training Act (CETA). These funds are allocated for the specific purpose
of training and employing the unemployed and economically disadvantaged of
the community. This ordinance is introduced in order to specify the line
item expenditure of funds allocated for the CETA Title I Program.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend, Indiana, as follows:
SECTION I. For the expenses of the Department of Employment and
Training for the Fiscal Period ending September 30, 1978, the following sums
of money are hereby approved and ordered set apart out of the funds herein-
after named, and for the purposes hereinafter specified, subject to the laws
governing the same. The sums herein approved shall be deemed to include all
expenditures authorized to be made in said year, unless otherwise expressly
stipulated or provided by law.

I am submitting for your consideration and approval the proposed CETA
Title I, II and VI Budgets for Fiscal Year 1978 (10 -1 -77 - 9- 30 -78).

You will also find several attachments intended to clarify the proposed
expenditures and allocations. As I have indicated in the past, we are
required to have a cost allocation plan for sharing administrative costs
among CETA Titles. I have prepared Attachment I to indicate estimated
expenditures for all CETA Titles. The dollar figures for Titles I, II
and VI, are fairly accurate. Those for Title III are the result of an
educated guess. Obviously, if there is a significant shift in any Title
as a result of either Department of Labor Allocations or Congressional
action, allocations must change.
Attachment II is probably the best indication of total Bureau Administration
and Service Costs. The totals for each major cost category on this attach-
ment are allocated to Title I (27.5%), Title II (11 %) and Title VI (43 %).
Although indivdual budgets may show significant variations from year to
year, this attachment reflects only modest increases. The major changes
in salary line items reflect the addition of staff necessary to carry out
the expanded Public Service Employment Program.
The only items in the Title I Budget which are not reflected in detail
on Attachment I are those relating to Participant Wages, stipends, and
other contractual costs connected with training and employment services.
The CETA Advisory Council has considered several options with respect to
the funding of activities and services and has recommended the dollar
figures contained in this budget. We were forced to reduce service levels
substantially in view of a reduced allocation.

The Title I Budget reflects only planned costs for activities and services.
Subgrant Agreements with service delivery agencies are being negotiated
in conformity with these service dollar levels and will be reviewed by the
CETA Advisory Council prior to submission to the Board of Public Works
for approval.
The Title II Budget reflects other than the allocated percentage of
Administration and Service Costs, only participant wage and fringe benefit
costs, plus funds for program supplies and materials and Liability
Insurance.
The Title VI Budget is a little more complex, due to the fact that there
are sixty some Subgrants with local non - profit agencies involved. Al-
though we reserve most of the funds for wages and fringe benefits, Subgrant
Agencies do have related direct costs to which they are entitled by law.
I regret that many of the particular lineitems can only be estimated.
The line item costs reflect a projection based on Public Service Employment
Positions funded to date. We will shortly request interested Agencies
to submit proposals for consideration after November.
