GAMMON Clerk ORDINANCE NO. 6-?o1-77 AN ORDINANCE APPROPRIATING $15,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR VARIOUS PUBLIC PARK PROJECTS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF HUMAN RESOURCES AND ECONOMIC DEVELOPMENT/ DIVISION OF COMMUNITY DEVELOPMENT AND THE DEPARTMENT OF PUBLIC PARKS. STATEMENT OF PURPOSE AND INTENT: The task of providing a satisfying and stimulating living environment has become a greater and greater challenge. There is a growing recognition that if our cities, suburbs, and metropolitan areas are to be liveable and pleasant it is exxential that a system of parks, recreational facilities /areas, open space, and even some measure of wilderness are available to all segments of the city's population. As part of this task the Division of Community Development and the Department of Public Parks has established a long -term objective of increasing the park, open space, and recreational opportunities available to inner -city residents by improving existing parks and recreational facilities. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $15,000.00 is hereby appropriated for the program year starting July 7, 1977, from the City of South Bend's Community Development Block Grant Fund (Program Year 1977). The appropriation shall be used as approved by the United States Department of Housing and Urban Development, under Title Twenty - Four (24), of the Code of Federal Regulations, Part Five Hundred and Seventy (570) for the Community Development Program Year 1977. This appropriation shall be administered by the Division of Community Development and the Department of Public Parks as set forth below: PROGRAM -CD -77 -505 COMMUNITY DEVELOPMENT PROGRAM PURPOSE AMOUNT Fencing of Pulaski Park, and other Park Improvements SECTION II. Department of Public Parks Administration Building St. Louis Boulevard at Wayne Street South Bend, Indiana 46617 PHONE: (219) 284 -9401 July 6, 1977 Mr. Roger Parent, President South Bend Common Council 227 West Jefferson Boulevard South Bend, Indiana 46601 Dear Mr. Parent: The Department of Public Parks is requesting the Common Council to approve the enclosed ordinance in the amount of $25,000.00 for a perimeter fence at Pulaski Park. Pulaski Park is bounded by railroad tracks on the north and south which is an attractive hazard for small children using the park. The park has become extremely popular for the residents of the neighborhood and many small children visit the park everyday. Their safety is the Park Department's concern. Hopefully, the fenced -in park will reduce the vandalism that has been occurring at the park. The fence request for the Pulaski Park was submitted to the Park Board by the Mexican American Council, Inc. and the Programa Juvenil del Barrio (a neighborhood youth organization). Respectfully report that they have examined the matter and that in their opinion THIS ORDINANCE SHOULD BE RECOMMENDED TO THE COUNIL FAVORABLE,, AS AMENDED: Amend the amount of the appropriation to $15,000, for fencing of park and other park improvements.
