AN ORDINANCE APPROPRIATING $30,000.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR A
COMMUNITY DEVELOPMENT RELOCATION PROGRAM, TO BE
ADMINISTERED BY THE DEPARTMENT OF HUMAN RESOURCES
AND ECONOMIC DEVELOPMENT /DIVISION OF COMMUNITY
DEVELOPMENT AND BUILDING DEPARTMENT /BUREAU OF
HOUSING.
STATEMENT OF PURPOSE AND INTENT:
The City's Housing Assistance Program is based on the
rehabilitation of occupied housing units. The City may find it
necessary, while conducting the various housing assistance
activities, to relocate persons or households from housing units
which are uninhabitable and cannot be successfully rehabilitated.
The funds will be utilized by the Bureau of Housing to provide
relocation assistance or payments on a "as- needed - basis," i.e.,
assistance will be provided to families and individuals who are
displaced from housing units because of Community Development
code enforcement, rehabilitation, and clearance activities.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of
the City of South Bend, Indiana, as follows:
SECTION I. The sum of $30,000.00 is hereby appropriated
for the program year starting July 7, 1977, from the City of South
Bend's Community Development Block Grant Fund (Program Year 1977).
The appropriation shall be used within the boundaries of the
Community Development "target Areas" as approved by the United
States Department of Housing and Urban Development under Title
Twenty -Four (24), Code of Federal Regulations, Part Five Hundred
and Seventy (570) for the Community Development Program Year 1977.
The appropriation shall be administered by the Division of Community
Development and the Bureau of Housing as set forth below:

effect from and after its passage by the Common Council and approval

The attached ordinance for the appropriation of $30,000. from
the Community Development Block Grant Program is hereby submitted
for Common Council action.
We are requesting this appropriation because of a demonstrated
need in the Community Development target areas for relocation assist-
ance due to displacement by code enforcement, rehabilitation and
clearance activities.
The Bureau of Housing will be able to relocate six (6) families
with this appropriation using state relocation guidelines.
