Basically, it requires that all applications seeking funding assistance, regardless of the source, first be submitted in resolution form to the Council for approval. Additionally, the bill calls for the filing of semi - annual written progress reports de- tailing how the moneys are being spent. This again, is aimed at a twofold objective of keeping all parties and citizens current on the progress of all programs and provides a better means of accountability. One of the reasons I am prompted to file this bill is to insure that Council Members are kept informed by the Administration.
