G ( gq--77 AN ORDINANCE APPROPRIATING $50,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR VARIOUS PUBLIC WORKS PROJECTS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH THE DEPARTMENT OF HUMAN RESOURCES /DIVISION OF COMMUNITY DEVELOP- MENT AND THE DEPARTMENT OF PUBLIC WORKS. STATEMENT OF PURPOSE AND INTENT: The equitable and fiscally sound provision of basic services, including supporting capital facilities and infra- structure, is the foundation of the quality of the City's residential areas and neighborhoods. The many public and pri- vate services and supporting facilities, whether at the neigh- borhood, community, or city level are essential to the city resident's existence. In order to maintain and upgrade the quality of the city's neighborhood and provide the necessary public services and facilities certain public works projects and programs will be conducted by the Department of Public Works. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $50,000.00 is hereby appro- priated for the year starting July 7, 1977, from the City of South Bend's Community Development Block Grant Fund (Program Year 1977). The appropriation shall be used within the boundaries of the Community Development "target areas" to support other Community Development housing rehabilitation activities as approved by the United States Department of Housing and Urban Development under Title Twenty -Four (24), Code of Federal Regulations, Part Five Hundred and Seventy (570) for the Community Development Program Year 1977. The appropriation shall be administered by the Division of Com- munity Development and the Department of Public Works and will be administered as set forth below: PROGRAM - CD - 77 - 602 COMMUNITY DEVELOPMENT PROGRAM CURB, GUTTER, AND SIDEWALK IMPROVEMENTS ACCOUNT DESCRIPTION AMOUNT 260.0 Other Contractuals $50,000.00 TOTAL APPROPRIATION $50,000.00 SECTION II. It is proposed that this program will fund on a 50 per cent basis the improvements requested by property owners in compliance with the guidelines established by the Board of Public Works.
