AN ORDINANCE APPROPRIATING $200,000.00 FROM THE
COMMUNITY DEVELOPMENT GRANT FUND TO R AND S 60,
ORANGE STREET /COLFAX STREET CONNECTOR, WITHIN
THE LOCAL ROAD AND STREET FUND.
STATEMENT OF PURPOSE AND INTENT:
In that certain conditions exist which require the
expenditure of funds for the purpose of constructing the Orange
Street /Colfax Street Connector, and in that funds are now
needed to pay a portion of the costs of the construction of
these improvements, and in that these funds are available from
the Community Development Grant Fund.
NOW, THEREFORE, BE IT ORDAINED by the Common Council
of the City of South Bend, Indiana, as follows:
SECTION I. The sum of $200,000.00 is hereby appropriated
for the program year starting July 7, 1977, from the City of South
Bend's Community Development Block Grant Fund (Program Year 1977).
The appropriation is to be administered by the Division of Com-
munity Development and the Department of Public Works and will be
administered as set forth below:

ORANGE STREET /COLFAX STREET CONNECTOR

SECTION II. This Ordinance shall be in full force and
effect from and after its passage by the Common Council and its
approval by the Mayor.

Attached you will find an ordinance requesting an appropriation of
$200,000 from the Community Development Grant Fund to be used in
conjunction with the Orange Street /Colfax Street Connector Project.
It is proposed that these monies will be utilized for the construction
of storm sewers within the project area, and will serve as a partial
match to the Federal -Aid Urban Funds which make up the bulk of the
funding for this project. As of this writing, the following figures
represent the proposed funding for the construction of this project:
Local Road and Street Fund $ 175,000
Community Development Funds 200,000
Federal -Aid Urban Funds 875,000
TOTAL $1,250,000
This request of Community Development Funds is consistent with the
1977 Community Development Program. Your favorable consideration is
requested.
