AN ORDINANCE APPROPRIATING $30,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE PURPOSE OF ESTABLISHING A REVOLVING FUND FOR A CODE ENFORCEMENT PROGRAM UNDER THE STATE'S UN- SAFE BUILDING ACT OF 1973, AS AMENDED BY THE ACT OF 1977, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND BUILDING DEPARTMENT /BUREAU OF SUBSTANDARD BUILDINGS. STATEMENT OF PURPOSE AND INTENT: As part of the City's efforts to maintain and upgrade the quality of South Bend's housing stock and to protect, pre- serve, and revitalize residential neighborhoods within the City, the Division of Community Development has established a revolving fund for the rehabilitation of substandard housing units. This revolving rehabilitation fund will be utilized by the Building Department and Bureau of Substandard Buildings as part of the City's Code Enforcement and Hearing Officer Program established under the Unsafe Building Act of 1973 (as amended by the Act of 1977). NOW THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $30,000.00 is hereby appropriated for the program year starting July 7, 1977, from the City of South Bend's Community Development Block Grant Fund (Program Year 1977). The appropriation shall be used within the boundaries of the Com- munity Development "target areas" as approved by the United States Department of Housing and Urban Development under Title Twenty -Four (24), Code of Federal Regulations, Part Five Hundred and Seventy (570) for the Community Development Program Year 1977. The appropriation shall be administered by the Division of Community Development and the Building Department /Bureau of Sub- standard Buildings. PROGRAM - CD - 77 - 400 COMMUNITY DEVELOPMENT PROGRAM PURPOSE AMOUNT Revolving Rehabilitation Fund $30,000.00 for Code Enforcement SECTION II.
