AN ORDINANCE APPROPRIATING $20,000.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR THE
REHABILITATION OF THE NORTHEAST NEIGHBORHOOD
CENTER, TO BE ADMINISTERED BY THE DEPARTMENT OF
HUMAN RESOURCES AND ECONOMIC DEVELOPMENT /DIVISION
OF COMMUNITY DEVELOPMENT AND THE BUILDING
DEPARTMENT /BUREAU OF HOUSING.
STATEMENT OF PURPOSE AND INTENT:
The City's neighborhood preservation program is based
on a variety of activities including housing rehabilitation,
public works, park improvements, and social service projects.
To improve the delivery of community development and non - community
development funded social services, which support the housing and
physical improvement projects, the City has allocated community
development funds for the rehabilitation, redesign, and improvement
of selected neighborhood centers serving the preservation
"target areas."
NOW, THEREFORE, BE IT ORDAINED by the Common Council of
the City of South Bend, Indiana, as follows:
SECTION I. The sum of $20,000.00 is hereby appropriated
for the program year starting July 7, 1977, from the City of South
Bend's Community Development Block Grant Fund (Program Year 19771.
The appropriation shall be used as approved by the United States
Department of Housing and Urban Development, under Title Twenty -
Four (24), of the Code of Federal Regulations, Part Five Hundred
and Seventy (570) for the Community Development Program Year 1977.
This appropriation shall be administered by the Division of
Community Development and the Bureau of Housing as set forth
below:

Center
SECTION II. This ordinance shall be in full force and
effect from and after its passage by the Common Council and approval
by the Mayor.

The attached ordinance on the proposed rehabilitation
of the Action Inc. Northeast Neighborhood Center is hereby
submitted for Council action.
The $20,000 appropriation request is based on the inspection
and cost estimate completed by my staff earlier this year and
represents an approximate cost of rehabilitation in order to
bring this structure up to minimum code.
The repair of this structure is necessary due to the need of
improving community neighborhood services. The Action Centers
are integral parts of their respective neighborhoods and provide
the community with much - needed information and services.
