AN ORDINANCE APPROPRIATING $25,000.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR THE
PROVISION OF SOCIAL SERVICES (LEGAL AID), TO BE
ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH
ITS DEPARTMENT OF HUMAN RESOURCES /DIVISION OF
COMMUNITY DEVELOPMENT AND THE LEGAL AID SOCIETY
OF ST. JOSEPH COUNTY, INC.
STATEMENT OF PURPOSE AND INTENT:
The purpose of the Legal Services - Community Development
Project is to provide an adequate level of high quality legal
representation in civil matters to all low and moderate income
persons residing in the Community Development "target areas" who
cannot otherwise afford the services of a private attorney, and
to apprise, counsel, and represent individuals and groups in the
Community Development "target areas" on specific legal issues
having to do with consumer rights, landlord- tenant relationships,
and homeownership problems.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of
the City of South Bend, Indiana, as follows:
SECTION I. The sum of $25,000.00 is hereby appropriated
for the program year starting July 7, 1977, from the City of
South Bend's Community Development Block Grant Fund (Program Year
1977). The appropriation shall be used within the boundaries of
the Community Development "target areas" as approved by the United
States Department of Housing and Urban Development under Title
Twenty -Four (24), Code of Federal Regulations, Part Five Hundred
and Seventy (570) for the Program Year 1977. The appropriation
shall be administered by the Division of Community Development
and the Legal Aid Society of St. Joseph County, Inc.

SECTION II. This Ordinance shall be in full force and

As a part of the second Year Community Development Plan, Common Council
Members approved a project which provided a comprehensive system of legal services
to low- and moderate - income residents living within Community Development "target
areas." In evaluating this particular project, the Community Development Staff
has determined that it received overwhelming response in terms of numbers from
those persons for whom it was designed. This project has also successfully served
as an appropriate support activity for other C.D. sponsored improvements in the
designated target areas.
Therefore, the Community Development Program hereby submits for your consider-
ation an ordinance to appropriate $25,000 to continue the following services for
low- and moderate- income residents of the aforementioned areas:
a. Legal Representation for low- income persons who cannot otherwise
afford these services.
b. Community Education in the form of educational pamphlets and public
seminars in areas such as consumer rights, landlord- tenant relation-
ships and home ownership problems.
c. Outreach Activities to reach primarily senior citizens who might
either not be aware of services available to them or are reluctant
to avail themselves of such services.
d. Group Representation for neighborhood groups desiring technical
assistance with respect to organizational matters, federal guide-
lines and regulations, state and local laws, etc.

The Legal Aid Society proposes to execute these activities with the following
line item budget:
Staff Attorney $ 15,000
