AN ORDINANCE APPROPRIATING $45,000.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT, FOR NON- PROFIT
GROUP REHABILITATION OF SUBSTANDARD HOUSING UNITS,
TO BE ADMINISTERED BY THE CITY OF SOUTH BEND
THROUGH ITS DEPARTMENT OF HUMAN RESOURCES /DIVISION
OF COMMUNITY DEVELOPMENT AND THE BUILDING DEPARTMENT/
BUREAU OF HOUSING.
STATEMENT OF PURPOSE AND INTENT:
The City of South Bend, in creative and affirmative
partnership with city residents, private enterprise, and the Federal
Government, is committed to the national housing goal of "a decent
home and a suitable living environment" for all persons. In
attempting to achieve this goal, the City has developed programs
to financially assist low- and moderate - income persons in their
effort to acquire and /or maintain safe, adequate, and affordable
housing through the provision of services, loans, and /or grants.
Community Development Block Grant funds will be utilized by various
non- profit groups to rehabilitate housing units purchased with
non -C.D. monies. This tandem funding package will allow eligible
low- and moderate - income persons to become owners of standard
housing units, i.e., a unit meeting local housing codes.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of
the City of South Bend, Indiana, as follows:
SECTION I. The sum of $45,000.00 is hereby appropriated
for the program year starting July 7, 1977 from the City of South
Bend's Community Development Block Grant Fund (Program Year 1977).
The appropriation shall be used within the boundaries of the
Community Development "target area" as approved by the United
States Department of Housing and Urban Development under Title
Twenty -Four (24), Code of Federal Regulations, Part Five Hundred and
Seventy (570) for the Community Development Program Year 1977. The
appropriation shall be administered by the Division of Community
Development and the Building Department /Bureau of Housing and will
be administered as set forth below:

The attached ordinance for the proposed continuation
of the Non - Profit Group Rehabilitation Program is hereby
submitted for Council action.
The $45,000 appropriation request will be used for the
continuation of the present program throughout the 1977
program year. We have made grants to such diverse groups
as Renew, Inc., Montessori School and the Homeowners of
the Near Northwest.
