Co 180 — 77 AN ORDINANCE APPROPRIATING $50,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR THE ACQUISITION OF RESIDENTIAL PROPERTY FOR A LOCAL HOMESTEADING PROGRAM, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF HUMAN RESOURCES /DIVISION OF COMMUNITY DEVELOP- MENT AND THE BUILDING DEPARTMENT /BUREAU OF HOUSING. STATEMENT OF PURPOSE AND INTENT: The City of South Bend, in creative and affirmative partnership with city residents, private enterprise, and the Federal Government, is committed to the national housing goal of "a decent home and a suitable living environment" for all persons. In attempting to achieve this goal, the City has developed programs to financially assist low- and moderate - income persons in their effort to acquire and /or maintain safe, adequate, and affordable housing through the provision of services, loans, and /or grants. Community Development Block Grant Funds will be utilized by the City's Bureau of Housing to purchase "suitable" housing units, i.e., according to type, condition, location, and rehabilitation cost. These units will be conditionally conveyed for a $1.00 to eligible low- and moderate - income persons demonstrating the capacity to rehabili- tate the unit. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $50,000.00 is hereby appro- priated for the program year starting July 7, 1977, from the City of South Bend's Community Development Block Grant Fund (Program Year 1977). The appropriation shall be used within the boundaries of the Community Development "target areas" as approved by the United States Department of Housing and Urban Development under Title Twenty -Four (24), of the Code of Federal Regulations, Part Five Hundred and Seventy (570) for the Community Development Program Year 1977. The appropriation shall be administered by the Division of Community Development and the Building Department /Bureau of Housing and will be administered as set forth below: COMMUNITY DEVELOPMENT PROGRAM PROGRAM - CD - 77 - 703 PURPOSE AMOUNT Local Homestead Program $50,000.00 TOTAL $50,000.00 SECTION II. Due to the limited number of properties available through the Department of Housing and Urban Development, we intend to establish a City. Homestead Program through which properties will be made available to eligible.applicants. Only those properties deemed feasible for rehabilitation will be offered.
