G 31 ?- 7 7 AN ORDINANCE APPROVING MONEYS FOR THE PURPOSE OF DEFRAYING THE CETA TITLE III EXPENSES OF THE DE- PARTMENT OF EMPLOYMENT AND TRAINING FOR THE FISCAL PERIOD BEGINNING OCTOBER 1, 1977, AND ENDING SPETEMBER 30, 1978, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT. STATEMENT OF PURPOSE AND INTENT The City of South Bend Department of Employment and Training is the recipient of funds allocated in accord with the Comprehensive Employment and Training Act (CETA). These funds are allocated for the specific purpose of training and employing the unemployed and economically disadvantaged of the Community. This ordinance is introduced in order to specify the line item expenditure of funds allocated for the CETA Title III Program. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. For the expenses of the Department of Employment and Training for the Fiscal Period ending September 30, 1978, the following sums of money are hereby approved and ordered set apart out of the funds hereinafter named, and for the purposes hereinafter specified, subject to the laws governing the same. Kelzenberg Director - Bureau of p_ ing Proposed CETA Title III Budget for 178 I am submitting for your consideration and approval the proposed CETA Title III Budget for the balance of Fiscal Year 1978 (10 -1 -77 to 9- 30 -78). You will note that this Budget pertains only to two new programs. The Youth Community Conservation Improvement Project (YCCIP) and the Youth Employment and Training Program (YETP). The City has been allocated $37,415 under YCCIP and $192,361 under YETP. The Summer Program for Economically Disadvantaged Youth (SPEDY) is also funded under Title III, but we do not yet have allocations for this fiscal year. I am resubmitting for your information a revised Attach- ment I showing the approximate total allocations and ex- penditures under all major CETA Titles. For clarification, I am also including Attachment II which shows in detail the Administrative Costs which are apportioned among the several Titles. The YCCIP Program will enable us to employ a number of disadvantaged youth on community improvement projects. Projects so far approved by the CETA Advisory Council in- volve Winterization, recycling, gardening, and community clean -up. The YETP Program is the largest of the two. By law, 220 of the funds must be spent on in- school youth under terms of an agreement negotiated with the local school corporation. Consequently, approximately $42,300 will be devoted to career employment experience and transition to career ser- vices for disadvantaged in- school youth. Another $12,000 of the funds will go to the Youth Services Bureau to ex- pand intake and outreach capabilities. The major portion of the funds is being targeted toward: 1. A proposed training program for out -of- school youth to be sponsored by the Building Trades, and 2. A job sollicitation project aimed at developing new Apprenticeable Occupations, also sponsored by the Building Trades. It is our hope that as many as 150 unemployed, disadan- taged youth will be helped through this program. I am also submitting on Attachment III a proposed change in the current Salary Ordinance as it affects several top -level Administrative Staff. Specifically, we are proposing in- creases to the following positions. 1. Director of Employment and Training $2,000 2. Deputy Director for Planning 1,000 3. Deputy Director for Operations 1 X 000 4. Program Review Officer 750 5. Assistant Personnel Director 750 These changes are being proposed as a reflection of the significant increase in responsibilities incurred as a result of the ever - expanding CETA Programs.
