GAMMON Approved and signed by me oZ 41 i9 7 8 ORDINANCE NO. 6,361-,2e AN ORDINANCE APPROPRIATING $100,000.00, FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR THE CONTINUATION OF URBAN RENEWAL ACTIVITIES, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE DEPARTMENT OF REDEVELOPMENT. STATEMENT OF PURPOSE AND INTENT: One of Community Development's long -term objectives is the revita- lization of South Bend's Central Business District (CBD). This revitaliza- tion must, however, be based on a realistic assessment of the competitive position of the CBD viz -a -viz other regional retail centers. Recognizing. these regional realities, the revitalization of the CBD must be based on the orderly transition of a declining retail center to a viable multi -use regio- nal center, i.e., an urban center which can supply major financial, medical, governmental, transportation, various business, and leisure-recreational- cultural opportunities (with a supporting mix of retail enterprises). As the CBD's role in the regional economic structure continues to evolve, the Department of Redevelopment will aid this revitalization process by the con- tinuation and eventual completion of the Urban Renewal Project R -66. To successfully complete Project R -66, the Department of Redevelopment will: (1) develop and implement, in conjunction with the Division of Community Develop- ment, a urban core policy and plan, based on the realities of the region's physical, social, and economic structure; (2) attempt to attract substantial, new capital investment and reinvestment in the R -66 project area and its environs through all available renewal mechanisms and techniques; and, (3) proceed towards an expeditious, but fiscally sound close -out of South Bend's Urban Renewal Project R -66. To accomplish these objectives additional mis- cellaneous project funds are required by the Department of Redevelopment. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $100,000.00 is hereby appropriated for the program year starting July 7, 1977, from the Community Development Block Grant Fund (Program Year 1977). This appropriation is to be administered by the Division of Community Development and the Department of Redevelopment, and will be distributed as set forth below: PROGRAMS - CD -77 -1202, 1203, AND 1205 COMMUNITY DEVELOPMENT PROGRAM PURPOSE AMOUNT Continuation of Urban Renewal Project R -66 $100,000.00 SECTION II. Hunt Deputy Director M E M O R A N D U M TO MEMBERS OF THE COMMON COUNCIL FROM CARL ELLISON, DIRECTOR, COMMUNITY DEVELOPMENT PROGRAM SUBJECT: APPROPRIATION ORDINANCE FOR THE URBAN RENEWAL PROJECT R -66 DATE DECEMBER 13, 1977 219/284 -9335 The Division of Community Development wishes to present for your consi- deration the attached bill appropriating $100,000.00 for miscellaneous project costs associated with the continuation of Urban Renewal Project R -66. The $100,000.00 appropriation consists of the following categories: (1) DISPOSITION COSTS ($60,000): Under this category, the Department of Redevelopment will incur costs associated with the disposition of real property within the project area. These costs could include: updates of re -use appraisals; revisions /updates of disposition related studies, i.e., parking, circula- tion studies, etc.; and, title searches, recording fees, and abstract costs. (2) PROJECT IMPROVEMENTS COSTS ($25,000): The Department of Redevelopment, under the HUD approved Project R -66 Plan, has undertaken various site and facility improve- ments. Additional work must be completed on service and access drives, sidewalks, and curbs. MEMBERS OF THE COMMON COUNCIL DECEMBER 13, 1977 MEMORANDUM PAGE 2 (3) LEGAL COSTS ($15,000): The Department of Redevelopment sometimes incur legal costs not associated with the "day - to -day" Redevelopment Commission activities. This line item will allow the Department of Redevelopment to secure legal counsel for acquisition and disposition activities, i.e., review and preparation of documents, legal repre- sentation in court cases, correspondence and communica- tion with HUD, etc. Should you have any questions or require additional information, please call me or C.
