AN ORDINANCE APPROPRIATING $87,183.00 FROM
THE ANTI - RECESSION FUND, COMMONLY KNOWN AS
THE COUNTER - CYCLICAL GRANT, FOR VARIOUS AD-
MINISTRATIVE AND PUBLIC SAFETY PROGRAMS TO
BE ADMINISTERED BY THE CITY OF SOUTH BEND
THROUGH THE DEPARTMENT OF ADMINISTRATION
AND FINANCE.
STATEMENT OF PURPOSE AND INTENT:
Due to budgeting constraints, additional funds are
needed for year 1978 to continue the operation of the Code
Enforcement Hearing Officer Program, the Mayor's Environ-
mental /Action Center Program, and to continue work on the
Police and Fire Merit Systems.
Whereas, additional funds are needed to administer
certain programs and to ensure the City's ability to properly
function during the year 1978.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL
OF THE CITY OF SOUTH BEND, INDIANA, AS FOLLOWS:
SECTION I. The sum of $87,183.00 is hereby appro-
priated for the year 1978 from the Anti - Recession Fund, commonly
known as the Counter - Cyclical Grant. This appropriation is to
be administered by the Department of Administration and Finance
and will be distributed as set forth below:

Attached is an ordinance in the amount of $87,183.00 from Anti -
Recession Counter Cyclical Funds. This ordinance is broken down
into three major Anti - Recession categories. A brief outline of
each one of the programs follows:
Program AR - 7, is a supplementary budget for the Mayor's Environ-
mental Action Center. This request is to supplement the Civil City
Budget which was approved by the Council for $31,686.00. Please note
that this ordinance.will add two and one half inspectors to the two
inspectors allowed under the Civil City Budget. The additional two
and one half inspectors does not, in fact, increase the total number
that we have had for 1977, but rather, sources the funding from two
different areas. Further, the Manager of the Environmental /Action
Center will be paid by Counter Cyclical funds. We have also supple-
mented the Civil City Budget with $1,000 in motor equipment and $500
in other equipment.
Program AR - 8, is for the Merit Board Coordinator at the $13,000.00
level that was approved by the Council in the Salary Ordinance. As
the Council requested we eliminated the Merit Board Coordinator from
the Police Department Budget in August when the total city budget was
passed. We are re- submitting it as you requested to be paid from
Counter Cyclical funds. Please note that Mr. Cimino's wages do not
include any fringes, as fringes are not necessary in this specific case.
Program AR - 9, is for the Code Enforcement Hearing Officer. As in
1977 this department will be paid for by Counter Cyclical funds and
will include not only the Hearing Officer's salary, but his secretary's
salary as well. Other line items are self - explanatory indicating
basically office supplies and fixtures that are needed.
